Washington State STOP Formula Grant Program Renewal Application for FFY 2019 <br /> BUDGET NOTES <br /> Please draft your budget based on the allocation for the function areas—victim services, prosecution, and/or <br /> law enforcement—in your current STOP Grant. Based on prior years of spending,some grantees may not be <br /> given the entire allocation. If you are in this category of low spending,you will hear directly from OCVA. OCVA <br /> has the discretion to negotiate any changes to the scope of work and budget. Round budget numbers to the <br /> nearest dollar. <br /> Direct Costs <br /> Expenditures that can be traced to specific project costs must be included in salaries, benefits,and/or goods and <br /> services.This includes supervision and financial staff working on the STOP Grant. Costs incurred for common or <br /> joint objectives and therefore cannot be readily and specifically identified with a particular project or activity <br /> cannot be included as direct costs. <br /> Printing of Materials <br /> OCVA must forward requests to print brochures, billboards, and other publications to OVW not less than twenty <br /> (20)days prior to.public release of the materials. If approved,the printing of items must be completed within <br /> the first three months of the grant. <br /> Backfill and Training Events <br /> If your law enforcement budget is requesting to backfill while officers attend eligible trainings,you must ensure <br /> the payment for backfill only supports law enforcement's response to adult or youth victims, age 11 and older, <br /> of domestic violence,sexual assault, dating violence,or stalking. You may want to consider covering the officer's <br /> time with your STOP Grant funds while attending the training. However,you may also do both. <br /> No Food or Beverages <br /> STOP Grant funding shall not be used to purchase food and/or beverages for any meeting, conference,training, <br /> or other event. <br /> Match Required for Criminal Justice Agencies <br /> There is a 25% match requirement for criminal justice agencies imposed on grant funds under this program. <br /> Agencies providing match must maintain records that clearly show the source,the amount, and the timing of all <br /> matching contributions.Tribes are exempt from match requirements. <br /> Non-Supplanting of State and Local Funds <br /> The funds from the STOP Grant must be used to supplement existing state, local or other funds for program <br /> activities.They cannot replace(supplant) non-federal funds that have been appropriated for the purpose of <br /> providing services to victims of domestic violence,sexual assault,dating violence, or stalking. Violation of the <br /> non-supplanting requirement can result in a range of penalties,including suspension of future funds under this <br /> grant, recoupment of monies provided under this grant, and civil and/or criminal penalties. <br /> Computer Network Reminder <br /> Grant funds may not be used to maintain or establish a computer network unless such network blocks the <br /> viewing, downloading,and exchanging of pornography. However,this does not apply to law enforcement <br /> agencies or any other entity carrying out criminal investigations, prosecution,or adjudication activities.
