City of Everett Civil Rights and Nondiscrimination Compliance barriers to the participation of women and minorities in all levels of a recipient's workforce. Its purpose is to ensure the opportunity for full and equal participation of men and women in the workplace, regardless of race, color,or national origin. NOTIFICATION OF FINDINGS OF DISCRIMINATION OR NON-COMPLIANCE In the event a state or federal court, or a state or federal administrative agency, makes a finding of discrimination after a due process hearing on the grounds of actual or perceived race,color, national origin,sex, age, religion, disability,sexual orientation, and gender identity in programs or activities, both in employment and in the delivery of services, against the applicant or a program partner receiving grant funds,the applicant will forward a copy of the finding to the U.S. Department of Justice,Office of Justice Programs, Office of Civil Rights, and the Washington State Department of Commerce. The applicant shall include a statement clearly stating whether or not the finding is related to any grant activity supported with a grant in which U.S. Department of Justice funds are involved, and shall identify all open grants utilizing U.S. Department of Justice funding by grant number and program title. ACCESS TO SERVICES AND BENEFITS Applicants are encouraged to allocate grant funds to support activities that help to ensure individuals with disabilities, Deaf individuals,and persons with limited English proficiency have meaningful and full access to their programs. An LEP person is one whose first language is not English and who has a limited ability to read, write,speak,or understand English. AMERICANS WITH DISABILITIES ACT The Americans with Disabilities of 1990 prohibits discrimination on the basis of disability and it applies to both services and employment. PARTNERSHIPS WITH FAITH-BASED AND OTHER NEIGHBORHOOD ORGANIZATIONS The Department of Justice regulation entitled Partnerships with Faith-Based and Other Neighborhood Organizations, 28 C.F.R. pt.38 prohibits Department-funded social service programs from discriminating on the basis of religion in the delivery of services or benefits,and ensures that faith-based or religious organizations are able to participate in such programs on an equal basis with other organizations. The applicant shall further comply with federal and state laws prohibiting grant recipients from retaliating against individuals taking action or participating in action to secure rights protected by federal or state laws. As the duly authorized representative of the applicant, I hereby acknowledge the applicant has received notice that if awarded funding the recipient,and any subrecipients,will comply with the above requirements.
