(1.16.250) Section 26: It is the purpose of this Ordinance to fix the number of and description of the permanent assistants, deputies and employees in the various offices of the City of Everett, and establish part time employment and day labor, and nothing herein contained shall be construed so as to pre- vent the various officers and various heads of the departments of the City of Everett from employing, with the consent of the Commissioner of that re- spective department, such additional employees as from time to time may be necessary in the proper discharge of the duties of such officers, or from discontinuing such temporary or part time employees when the necessity there- for has ceased to exist. (1.16.260). Section 27: The appointment of all employees in all departments, where required by the City Charter, shall be subject to Civil Service regu- lations of the City of Everett, providing in event vacancies occur and there is no eligibility list from which said vacancy may be filled, temporary appointment may be made of persons without Civil Service standing. The Special City Attorney shall be appointed by the City Council. The Assistant and Special Examiners in the Civil Service Department shall be appointed by the Civil Service Commission. The Clerk of the Municipal Court Department shall be appointed by the Municipal Judge, subject to confirmation by the City Council. The assistants and employees in the Department of Finance shall be appointed by the Commissioner of Finance. The officers, except City Engineer, assistants and employees in the Department of Public Works shall be appointed by the Commissioner of Public Works. The City Council shall appoint a City Clerk, City Attorney, Treasurer and City Engineer, as provided by Section 24 of the Charter. -la-
