and further including any person, whether described herein or not, who <br /> has or holds major jurisdiction or control over such premises, including the <br /> Trustor under a deed in trust transaction, and a contract purchaser. <br /> g. Water Service Connection: (Also referred to as a service <br /> connection. ) Shall mean the physical installation of the tap, fittings, pipe <br /> and other necessary appurtenances required to deliver water from the main <br /> to the premises up to and including the service cock or meter. <br /> h. Superintendent: Shall mean the chief administrative officer of <br /> the Water Department of the City of Everett and any act in this Ordinance <br /> required or authorized to be done by the Superintendent may be done on behalf <br /> of the Superintendent by an authorized employee of the Water Department. <br /> Section 4: Superintendent - Qualifications and Appointment. The <br /> Superintendent of the Water Department shall be a licensed Civil Engineer <br /> of the State of Washington and shall be experienced in the management and <br /> operation of water systems and shall have in his charge and under his control, <br /> subject to the Commissioner of Public Works, the management, maintenance, <br /> and operation of the Water Department of the City of Everett, including all <br /> existing and future plant facilities, land and rights, both tangible and <br /> intangible, and of all equipment and persons employed thereon and of all <br /> planning and construction work undertaken by the Water Department in <br /> connection with said Water System. <br /> The Superintendent shall be appointed by the Commissioner of Public <br /> Works and his appointment shall be subject to confirmation by the City <br /> Council of Everett. <br /> Section 5: Distribution System - Standards and Financing. This <br /> Section shall govern the methods of financing distribution system improve- <br /> ments, renewals and extensions, and specifying standards for certain sizes <br /> and types of materials for use by and in the Everett Water System. <br /> -3- <br />
