Delinquent Penalty and Special Charges: <br /> The delinquent penalty charge as set forth in paragraph <br /> A 5 of this Section and the special charges as set forth <br /> in paragraph A 6 of this Section, shall apply to custome rs <br /> outside the City limits also except that a twenty-five per- <br /> cent (25%) surcharge shall be added thereto. <br /> Section 73: Employees - Budget. The number, title and salaries of <br /> officers and employees of the Water Department shall be fixed by the Everett <br /> City Council by ordinance, to conform with the departmental budget, as <br /> authorized by the Council. <br /> Section 74: Funds and Records. <br /> a. The Utilities Accountant shall keep the ledger and detailed accounts <br /> of the Water Department. <br /> b. The City Clerk-Comptroller shall maintain an account of the cash <br /> and investments of the various Water Department funds and be responsible for <br /> methods and procedures pertaining to water service, billings, accounts receiv- <br /> able, records and reports in connection therewith. <br /> c. The City Treasurer shall receive, have custody of and be responsible <br /> for the cash and investment of Water Department funds. <br /> Section 75: Employees' Bonds. Such employees of the Water Depart- <br /> ment as the Everett City Council may determine by ordinance, shall furnish <br /> and file bonds in the amount fixed by such ordinance. <br /> Section 76: Cooperation Of Other Departments. It shall be the duty <br /> of the employees of the Engineering, Fire, Inspection, Park, Police, Sewer, <br /> -36- <br />
