Section 87: Superintendent's Authority - Administration and Operations. In the event a situation or circumstance should arise relating to the adminis- tration and operation of the Water Department, provisions covering which are not contained within this Ordinance, then same shall be referred to the Super- intendent for decision on action and procedure. Such decision shall be final, subject to the Commissioner of Public Works, in matters relating to Water Department administration, operations and procedures. Section 88: Severability. If any section, subsection, paragraph, sentence, clause or phrase of this Ordinance is declared by any court of competent jurisdiction to be invalid, such invalidity shall not affect any other portion of this Ordinance. Section 89: Ordinances Repealed. Ordinance numbers 3328, 3376, 3456, 3657 and 3664 and all other ordinances or parts of ordinances in conflict herewith are hereby repealed.
