By special contract to be negotiated between property owner and the office of the Commissioner of Public Works and approved by the City Commission. The rates and charges for that class of users described in subpara- graphs IA, IIA, IIB and IIC of this section shall be paid monthly within fifteen days after the date specified on the monthly bill sent to the user by the City Clerk-Comptroller in which case the payment required to be made shall not be more than one month in advance. The rates and charges for that class of user described in subpara- graph ID of this section shall be paid on or before the fifteenth day of each month following the month in which such disposal service was rendered. The rates and charges for that class of user described in subpara- graphs IC and IB, and IID and IIE shall be paid monthly within fifteen days after the date specified on the monthly bill sent to the user by the City Clerk-Comptroller in which case the payment required to be made shall not be more than one month in advance. The rates and charges for those users described in subparagraph III of this section shall be paid as prescribed by the city council or in the contract entered into by each such user with the city. Section 2: That Section 14.12.040 be and the same is hereby amended to read as follows : 14.12.040 Billings and connections. All bills for sewage disposal service shall be rendered monthly and shall become due and payable at the office of the City Treasurer on or before the fifteenth day after date shown on monthly billing and shall become delinquent thereafter. All bills for sewage disposal service described in sub-paragraph III shall be rendered as called for in the special contract negotiated between the property owner and the office of the Commissioner of Public Works and approved by the City Commission. Any charge for sewage disposal service not paid by the fifteenth day of each month shall bear interest at the rate of eight per cent per annum and such charge and interest shall immediately become a lien upon the property to which such sewer service is rendered, superior to all other liens or encumbrances except those for general taxes and special assessments. Such liens may be foreclosed by the city in the manner provided by law for the enforcement of the same and for delinquent sewerage charges. As an additional and concurrent method of enforcing the lien herein provided* the city may cut off the water service from the premises to which such sewage disposal service was furnished, and such water service shall remain cut off until such charges, plus penalties and interest thereon, together with an additional sum of $ 4.00 dollars for turning the water on, as provided for in Section 72 of Ordinance No. 4085 of the City of Everett, shall have been paid.
