City of Everett Coordination of SRO7 and SR08 CSO Control and Sewer"0" Project
EXHIBIT A
SCOPE OF SERVICES
Background
The City of Everett, Washington (City) has selected BHC to provide engineering analysis for
Coordination of the SRO7 and SRO8 CSO Controls and Sewer "0" Projects that are located
within a mid-City segment of the Summit Interceptor.
Two separate planning and design efforts are in progress that involve combined sewer
infrastructure improvements reducing (controlling) CSO discharges at SRO7 and SRO8 to
comply with Department of Ecology (DOE) requirement of no more than one CSO event per
year per outfall averaged over a 20-year period and eliminating chronic SSO events at various
locations. These projects together are referred to in this scope as CSO/SSO Control Projects.
The SR07 and SR08 project is funded by a grant from the Department of Ecology and is being
designed by Jacobs. The Sewer 0 project to address SSO events at various locations is being
designed by the City. Modeling efforts for Sewer 0 have determined that the proposed
improvements would move an SSO problem farther downstream and that additional system
improvements are necessary.
This project shall include modeling efforts to coordinate the CSO/SSO Reduction Projects so
that the resulting combined and coordinated improvements will most efficiently eliminate SSOs
and reduce CSOs in order to bring SRO7 and SRO8 into compliance with DOE requirements.
Scope of Services
Task 100 — Project Management and QA/QC
Objectives
Monitor, control and adjust scope, schedule, and budget as well as provide monthly status
reporting, accounting, and invoicing.
BHC Services
1. Coordinate and manage the project team.
2. Subcontract with and manage project subconsultants.
3. Prepare monthly status reports describing the following:
a. Services completed during the month
b. Services planned for the next month
c. Needs for additional information
d. Scope/schedule/budget issues
e. Schedule update and financial status summary
f. An estimated cash flow (billing) forecast
4. Prepare monthly invoices formatted in accordance with contract terms.
5. Project Manager will attend monthly project management meetings with the client and
will review project scope, schedule, and budget issues.
Scope of Services 2 II
N 1:101
CONSULTANTS
