CITY OF EVERETT <br /> NOTICE OF PLANNING DIRECTOR DECISION' <br /> APPROVAL OF COMPREHENSIVE SIGN DESIGN PLAN <br /> II#03-019 <br /> March 16,2004 <br /> INTRODUCTION: The City of Everett Department of Planning and Community Development has <br /> received a request from The Everett Public Facilities District,for a comprehensive sign design plan <br /> approval which would allow the District to implement a comprehensive sign program allowing the <br /> installation of video signs on two faces of the corner of Hewitt and Broadway, and installation of tenant <br /> signs in various locations on the Everett Special Events Center in excess of the amount of wall signs <br /> specifically permitted in the Zoning Code. <br /> The proposed and potential future tenant signs will consist of materials and design consistent with the <br /> existing building sign theme. <br /> PROPONENT: Everett Public Facilities District REPRESENTATIVE:Fred Safstrom <br /> 2000 Hewitt Avenue, Suite 200 <br /> Everett,WA 98201 <br /> AUTHORITY: Section 36.210 of the City of Everett Zoning Ordinance provides for the Planning <br /> Director,using a Type lI review process,to consider requests for comprehensive sign design plan permits, <br /> subject to the applicant demonstrating that an exceptional effort has been made toward creating harmony <br /> between the sign,the building and the site where it is located through use of a consistent design theme <br /> which complements and enhances the surrounding environment;and by meeting the criteria listed in <br /> subsection 36.210.A. <br /> LOCATION: 2000 Hewitt Avenue <br /> ZONING: B-3, Central Business Dstrict, and C-1, General Commercial <br /> GENERAL PLAN: 3.1 Metropolitan Center/Central Business District <br /> BACKGROUND: The City of Everett created the Everett Public Facilities District(PFD)to develop and <br /> operate an events center and conference center in downtown Everett. A two-block area in downtown <br /> Everett was purchased by the City and leased to the P1-1)who managed the design and construction of a <br /> 285,000 square foot special events and conference center. <br /> The Everett Special Events Center contains a event arena for minor league hockey and other indoor sports <br /> with seating for approximately 8,500 people that converts to a 10,000 seat end-stage concert venue. A <br /> second,community ice sheet,abuts the arena area. These floor areas provide space for flat-floor shows, <br /> such as boat shows,recreational vehicle shows, and home shows open to the public. A conference center <br /> with a 12,000 square-foot ballroom,three meeting rooms, and a commercial kitchen are located on the <br /> northeast corner of the Events Center. Several office spaces are provided in the conference center and <br /> events center. <br /> The Public Facilities District developed a design theme for the Events Center involving backlit"Industrial <br /> Solid"font letters. Several signs have been installed in conformance with the City's sign code. This <br /> application is for Additional sign space, advertising tenants, and potential building sponsors. Particular <br /> details of the sponsor or sponsors signs are not known at this time. This decision includes a provision for <br /> future discretion by the Planning Director in approving-4-Y r and tenant signs consistent with`the <br /> Comprehensive Design Plan. <br />
