a <br /> The Events Center is a public event facility providing a wide range of community entertainment activities. <br /> The PFD also requested that video signs used to announce and promote these activities be permitted on <br /> the northeast corner of the facility, at the critical intersection of Broadway and Hewitt. The request is for <br /> a video sign approximately 10-feet tall by 14-feet wide,using"red, green, and blue LED" technology. <br /> Specific sign characteristics are described in the attached narrative statement. <br /> EXISTING SIGN REQUIREMENTS: 1)One freestanding sign is permitted per lot for each frontage. <br /> 2)Wall signs on each facade can be the larger of thirty-two (32) square feet or fifteen(15)percent of the <br /> area of the facade up to a maximum of sixty(60) square feet. 3)Video board signs are prohibited. <br /> Related Decisions: Everett Special Events Center SETS,Addendums 1-4 and SPU 01-022. <br /> FINDINGS AND CONCLUSIONS: <br /> Comprehensive Design Plan Permits for Signs <br /> In determining whether to approve a proposed comprehensive sign design plan the Director must consider <br /> the following factors: <br /> 1. Whether the proposal manifests exceptional harmony between the sign,buildings and other <br /> components of the subject property through the use of a consistent design theme. <br /> Findings: <br /> The Everett Events Center is an unusually large public facility located in downtown Everett, <br /> providing space for a wide range of public recreation, entertainment,cultural, community and <br /> business events. The building covers a two-block area and contains approximately 285,000 square <br /> feet. Several community and business tenants also occupy the facility. <br /> Brick, glass, split-faced concrete block and metal are used on the façade of the building. A <br /> specific font, "Industrial Solid"is proposed for signage for the entire building,except for the <br /> proposed video sign. <br /> This facility has an exceptionally large horizontal facade when compared to any other building in <br /> the downtown.The facade is two blocks long including a vacated street, and portions of the <br /> building are over 70 feet tall. Design features of the building are intended to reflect both the <br /> historical character of the area while providing unusual and modem concepts. The sign materials <br /> and font reflect a modern industrial concept. Similar community events facilities in the Puget <br /> Sound area and nationally use video signs to announce events to the community as a critical part of <br /> their marketing effort. <br /> Conclusions: <br /> The proposed comprehensive sign design plan manifests exceptional harmony with the Events <br /> Center building. The video screen signs are typical of similar community facilities around Puget <br /> Sound and the nation. <br /> 2. Whether the sign or signs promote the planned land use in the area of the subject property <br /> and enhance the aesthetics of the surrounding area; <br /> Findings: The planned use of the area is for office, commercial,retail and government services. <br /> Everett's Special Events Center provides a venue for a variety of sporting,entertainment, <br /> cultural,business and community events.
