Print Application Page 6 of 24 <br /> Scope of Work(Page 1 of 2) <br /> Tide of your proposed activity(should include the type of activity and location): <br /> City of Everett Hazard Mitigation Plan Update <br /> Proposed types of Mitigation Acfivity(ies): <br /> Activity Cade Activity Name <br /> g1.1 Local Muitthazard Mitigation Plan <br /> If Other or Miscellaneous selected above,please specify: <br /> Describe the geographic area(s)to be covered by the planning activity: <br /> Al land included within the City of Everett's city limits.The City of Everett is the seat of Snohomish County <br /> and its largest city.The city is located on a peninsula at the delta of the Snohomish River in the west central <br /> portion of Snohomish County.It borders Port Gardner Bay and includes approximately 15%tidal water with <br /> its area of 47.7 square miles_ <br /> Source(s)of hazards specific to the geographic area to be addressed by the planning activity: <br /> Tsunami.Fire,Other(Specly in Comments).Volcano.Flood,Severe Storm(s),Mud4.andslide,Earthquake. <br /> Toxic Substances <br /> Scope of Work(Page 2 of 2) <br /> Option that describes the intent of this planning application <br /> Update <br /> If a plan update,describe the evaluation process of the existing plan for its strengths.weaknesses and utiity: <br /> The contract team,with the assistance of the Emergency Management Director(Director),will evaluate the <br /> existing 2011 City of Everett Hazard Mitigation Plan to identify where new or updated in(orrrratiori will be <br /> incorporated_The team wil conduct a section by sedan inventory of the existing plan to identify where any <br /> gaps in information exist The contract team writ review the identified hazards as well as the existing plan's <br /> goals and action kerns and consider revising them if warranted by changing conditions in the City of Everett. <br /> The contract team wit also review the existing plan's implementation strategies for the action items to <br /> determine if they have been effective and are stuff relevant or need to be revised. <br /> Describe the process for implementing this planning activity.including the bowing plan development <br /> requirements: 1)participation of agencies.stakeholders and the public 2)hazard identification and <br /> risklvuinerabity assessment;3)mitigation strategy,4)plan adoption;and 5)plan maintenance: <br /> Everett OEM will hire a contractor to update the Everett Hazard Mitigation Plan_The Emergency Management <br /> Director(Director)will oversee and work with the selected contractor team.The contractor team will report to <br /> the Director and be responsible for several key activities_It is estimated to take four weeks to bring a <br /> contractor on board The contractor team,with the support of the Director,will conduct partner agency, <br /> stakeholder.and public engagement in the plan update process.They will use pubic forums,collaborative <br /> meetings,press releases,web-based tools,social media,and other means to encourage participation from <br /> the community.The contractor team will establish public meeting schedules through the City of Everett's <br /> Carni of Neighborhoods for citizens,business,and government and education stakeholders to participate. <br /> The contractor team will compile public input gathered through engagement activities to apply to updating the <br /> mitigation goals and the City of Everett Hazard Inventory and Vulnerability Analysis(HIVA).Everett's World <br /> Cafe style pubic forum for the City of Everett 2011 Hazard Mitigation Plan update was recognized as a <br /> successful community involvement approach in FEMA's Local Mitigation Planning_Everett Emergency <br /> Management and the contractor team will explore utilizing this method or a modified version of it to engage <br /> https://esesz ices_ferna_gov/FEMAMitigatioriPrint_do 8/18/2015 <br /> 15PDM Page 32 of 50 City of Everett Office of Emergency Management, E19-216 <br />
