1
city's Comprehensive Sewer Plan(CSP)and CSO plan, both currently being update by others
for the city.
Budget Adjustments for Previous Authorized Tasks
Since the initial contract, portions of the deferred project improvements, now proposed to be
modified by the City and are included in the scope of services of this amendment.Additionally,
some tasks/budget allocations within previously authorized Amendment 3 have either not been
used or are tasks that are modified by this amendment. For these tasks, budget adjustments have
been included in this amendment
Scope of Services
The scope of services outlined below is presented in a logical progression of project task elements
for East Grand Sewer System Replacement and Stormwater Separation(Tasks 1 through 6) and
Hayes Street CSO Reduction at SRO1 and SRO2(Tasks 7 through 11),each containing a list of
service-task activities.A narrative description is included for each activity and a list of anticipated
deliverables, deliverable formats, and assumptions for each project task element.Electronic
deliverables referenced will be one of the following formats:Microsoft Word(MSWORD v-2007);
Microsoft Excel(MSExcel v-2007);Microsoft Project(MSProject v-2007);CAD (AutoCAD v-
2010).
The scope of services is described as follows:
East Grand Sewer System Replacement and Stormwater Separation
1.0 Preliminary Design
1.1 Evaluation,Alternative Analysis, and Grant Application Assistance
Consultant will perform preliminary hydraulic analysis and develop alternatives for separating the
storm drainage from the existing combined sewer system.Alternatives will consider removal of
stormwater runoff from the combined sewer system through evaluation of both partial and full
separation.
Full Separation Concept:Alternatives for full separation require collecting surface water runoff
from the streets and providing treatment and discharge separate from the combined sewer
system. Two approaches will be analyzed. The approach will evaluate collecting the surface water
runoff, providing a minimum of basic treatment, and conveying it to the Snohomish River.
Alternatives for basic treatment will consider"Filterra"Stormwater Bioretention,"Contech"
StormFilter Systems,Bioretention(Rain Gardens and/or Biofiltration Swales),and wet-vaults.
Sewer System Replacement and Capacity Improvements Project 6
otak
K\pmject\31500\31520\Contract\Amend4\AmendFour\AmendmentFout021413.docc
7
