Exhibit A—Scope of Work <br /> Shore Avenue Stormwater Outfall Improvements <br /> April 2013 <br /> Engineering and Surveying Services <br /> PROJECT DESCRIPTION <br /> This work shall consist of providing professional services for the City of Everett("City")to complete the <br /> Shore Avenue Stormwater Outfall Improvements project("Project")Preliminary Engineering and Final <br /> Plans, Specifications,and Engineers Estimate of Probable Construction Cost(Contract Documents). <br /> Storm drainage outfall improvements for the Shore Avenue area of the Bay Bluffs Basin in Everett have <br /> been planned since a failure of the outfall and subsequent emergency repair in 1998.A BNSF pipeline <br /> license was executed by BNSF and the City of Everett in April 2011 for an alternative that was later <br /> determined to not be feasible by BNSF engineering staff.After additional alternatives analysis in 2011 <br /> and 2012, a new outfall improvement concept was determined to be acceptable by BNSF. <br /> The current design concept consists of relocating the existing Shore Avenue outfall to an existing BNSF <br /> culvert located 130 feet to the east of the current outfall location. The existing 36"x 42"BNSF culvert <br /> could be slip lined with two pipes: a 24"pipe to serve as the relocated Shore Avenue outfall and a 12"or <br /> larger culvert to provide drainage for the railroad ditch in that area. Storm drainage will be conveyed <br /> between Shore Avenue and the relocated outfall in a new pipe.The design will include a new conveyance <br /> pipe along Shore Avenue from Sound Avenue,to allow future abandonment of the Sound Avenue outfall. <br /> SCOPE OF WORK <br /> TASK 1 —MANAGEMENT/COORDINATION/ADMINISTRATION <br /> 1.1 The Consultant shall provide continuous project management and administration for the <br /> duration of the Project.(Estimate 24 months). <br /> • Develop and update Project schedule. <br /> • Provide input to City cash flow projections. <br /> • Hold project coordination meetings with the City to update progress and review <br /> submittals.Assume(8)meetings. <br /> • The Consultant shall provide monthly progress reports and billings. Progress reports <br /> shall include a table showing the following for each scoped task and the total project: <br /> budget,prior billings to date,current invoice amount,total billed to date,budget <br /> remaining,percent complete and percent budget expended.
