� <br />.�1� <br />�ti- <br />FINAL DECLJ�I2ATION OF NON-SIGNIYZCANCE <br />The proposed action is the issuance of grading and building permits to <br />allow the construction of a 28,000 squaze foot metal buildinq. The f�llowing <br />factors were considered and the listed requirements were placed in response to <br />comments submitted during a review of an Environmental Checklist for this <br />proposal: <br />1, The site is zoned M-1, Fleavy Ptanufacturing Zone and would allow <br />this use. The site currently has two existing buildings which <br />are being used for boat construction. The remaining approximately <br />two-thizds'of the property is vacant. No standard street inprovements <br />exist on Norton Avenue and no landscaping currently exists on the <br />property. <br />2. Sealed and open containers of carcinogenic and low flash-point volatile <br />hydrocarbons and resins are currently in open storage on the site. <br />Activities involved in the handling and �torage of fuel, chemicals, oil <br />and other substances with the potential for spillage into adjacent <br />waters, shall have opesational procedures to handle potential spills. <br />In addition, ohysical structures which would contain any potential <br />spills shall also be provided. (Ground seepage of chemicals). <br />3. A plan is required indicating how drainage is to be conveyed irom the <br />site and how and where ir. ultimately drains. Provisions for oi.l <br />separation is also required. All activities shall provide a means <br />of reducing the polluting potential of surface water run-off, generated <br />from impervious surfaces such as streets, parking lots and storage <br />areas. <br />4. A detailed drawing shall be submitted to the Public S4orks Department <br />showing parking layout, landscaping, driveways, utilities, storm <br />drainage (including flow lines and grate elevations), and all required <br />improvements to the public right-of-way. Public S4orks Department <br />approval of these drawings is required before any permits are issued. <br />All improvements shall be completed before the Occupancy Permit is <br />issued. Plans shall include the authority (i�ermission/agreement) for, <br />and the existing and proposed improvements to off-site access road <br />from Norton to the site. Improvements to Norton Avenue musc ie made <br />in conformance with Ordinance 555-78. <br />5. Participating in the program to fund the north end saniCary sewer <br />interceptor is required. <br />6. Durin9 construction, City streets are to be kept clear of- dirt and <br />debris and all truck traffic to and from the siCe within the City <br />of Everett shall be on art�s ial sYseets unless othcrwise approved by <br />the Public Norks Department. <br />7. A fire hydrant is required witl�in 200 feet oE all buildings. <br />8. Parking shall provide a m;nimum of one space for each three employees <br />or one for eacli R00 square feet of gross iloor area, whichever is 9reater. <br />A minimum of SE of total parking area shall be landscaped. <br />
