13. The facility will include cooling and emergency equipment. Concerns were <br />raised about the noise that would be generated by the new equipment and <br />existing equipment. Based on an acoustic study done by SSA Acoustics, it was <br />determined that the equipment on -site will satisfy or be less than the maximum <br />allowed 45 dB(A) standard. The new equipment will be designed to provide <br />noise mitigation. (exhibit 12) <br />14. The proposed facility is consistent with the Goals and Policies of the Everett <br />Comprehensive Plan. Adequate utilities are available, and the facility is designed <br />in a manner that minimizes impacts to surrounding properties. (exhibit 1, Tyler <br />testimony) <br />15. The Applicant must secure all necessary building and other permits prior to <br />development. (exhibit 1) <br />16. Public transit will not be an issue. Traffic reduction will not be an issue. The <br />facility is unmanned. (exhibit 1) <br />17. In addition to the General Evaluation criteria as listed in Finding 5, the following <br />Specific Evaluation criteria are required pursuant to ELUC 19.41.150.D.1.c. A <br />summary of these criteria is: <br />(a) All utility and communications facilities shall be designed, landscaped, or <br />otherwise screened to ensure compatibility with surrounding properties. <br />(b) Antennas associated with above ground utility of communication facilities <br />shall be located on existing or repla. _�ment towers or structures to the maximum <br />extent technically feasible to discourage the proliferation of tower structures. <br />(c) Tower structures for above ground utility and/or communications facilities <br />shall not be located in or within 300 feet of residentially zoned areas unless the <br />Applicant provides an analysis of alternative sites and existing facilities. <br />(d) When tower structures for above ground utility and/or communication <br />facilities are proposed to be located within 300 feet of residentially zoned areas, <br />in or within 200 feet of gateway corridors as designated by the Everett <br />Comprehensive Plan, or in or within 200 feet or areas under the jurisdiction of the <br />Shoreline Master Program, zones which otherwise require Review Process II <br />shall use Review Process III. <br />(e) All utility and communication facilities shall be installed underground or <br />within structures to the greatest extent practical in order to maximize safety and <br />minimize visual and noise impacts upon surrounding properties. <br />
