(k) Accessibility to public transit and traffic reduction measures proposed by <br />the Applicant to reduce dependence of the proposed use on the <br />automobile. <br />6. The Applicant provides telephone services for the City of Everett. The 911 <br />services are a'so provided for the surrounding area. The Applicant proposes the <br />expansion to improve these services and to satisfy the existing demands of its <br />customers in the City and surrounding areas. The expansion will provide <br />neighborhood district, and the City with reliable and efficient telecommunication <br />services. There is a need for such services. (exhibit 1, Tyler testimony) <br />7. Access to the site will be off Mukilteo Boulevard. Although maintenance of the <br />facility will occur, traffic will be limited. The facility will not generate additional <br />traffic. Other utilities are available on -site, including electricity and telephone <br />services. The impact of traffic generated by the proposed use on the <br />surrounding area will be minimal, if nonexistent. (exhibit 1. Tyler testimony, <br />Blissett testimony) <br />8. One parking stall is required for the maintenance staff. Currently, this site <br />provides off-street parking for service vehicles, and therefore, no additional <br />parking will be required. The existing on -site circulation and parking are <br />adequate. (Tyler testimony) <br />9. The existing facility was designed to be compatible with the surrounding <br />residential uses. The building on -site has been in existence since the 1980's and <br />is generally compatible with the architectural and general design of the area. <br />There is landscaping on the site. The proposed addition will be designed to <br />compliment the existing building and to be compatible with surrounding <br />properties. The proposed addition will be a wood framed structure with vinyl <br />siding and asphalt shingles on a gable roof. The proposed addition will be one- <br />story and will be built within all setbacks. (exhibit 1, Tyler testimony, Blissett <br />testimony) <br />10. Existing landscaping of the site includes vegetative buffering along the property <br />edges. The addition will not require additional landscaping. A landscaping plan <br />for review must be approved by the Everett Planning Department. (Tyler <br />testimony) <br />11. No signs are proposed for the project. (exhibit 1) <br />12. The proposed development will not generate irritants, such as noise, smoke, <br />dust, odor, glare, visual blight, or other undesirable impacts The fuel tank being <br />relocated on -site will be screened and landscaped similar to the existing <br />vegetation.
