Jurisdiction: The Hearing Examiner of the City of i=verett has jurisdictional authority to <br />hold a hearing and to issue the decision. That auth irity is set forth in EMC 2.23.120. <br />Based on the above Findings of Fact, the Hearing Examiner enters the following <br />Conclusions: <br />CONCLUSIONS <br />The Applicant requested a Special Property Use Permit to construct a 900 <br />square foot addition onto an existing 850 telecommunications facility. The 900 <br />square foot addition, which includes installation of new mechanical and electrical <br />equipment, is proposed at and existing facility at 3110 West Mukilteo Boulevaro, <br />Everett, Washington. (finding 1) <br />2. A Special Property Use Permit for the expansion of the telecommunication facility <br />on -site is required because the subject property is zoned IRS. (finding 4) <br />3. The Speci?I Property Use Permit General Evaluation criteria have been identified <br />in finding 5. All of the criteria are satisfied in the manner as set forth in findings <br />E-16. <br />In addition to the General Evaluation criteria, the Specific Evaluation criteria of <br />ELUC 19.41.150.D.1.c must be satisfied. Those criteria are set forth in finding <br />17. <br />The manner in which the Specific Evaluation criteria are satisfied are set forth <br />throughout the entire findings as set forth above. <br />DECISION <br />Based upon the preceding Findings of Fact and Conclusions, testimony and evidence <br />submitted at the public hearing, and upon the impression of the Hearing Examiner at a <br />site view, it is hereby ordered the requested Special Property Use Permit for the <br />expansion of the facility at 3110 West Mukilteo Boulevard, Everett, Washington, is <br />granted. The Applicant is allowed a 900 square foot addition to an existing 850 square <br />foot telecommunications facility. The Applicant is also allowed to install new mechanical <br />and electrical equipment. This permit is granted subject to the conditions as set forth <br />below: <br />Prior to the issuanc o of any Building or Electrical Permits, the Applicant must <br />submit iandscapE plan for review and approval by the Planning Department. <br />All landscaping must L e installed prior to final project approval by the Planning <br />Department and Building Department. <br />Prior to issuance of building permits, the Applicant shall provide noise <br />calculations that demonstrate that site operation will be in compliance EMC <br />
