EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 2
PROJECT TITLE:
Request for Qualifications for X Briefing COUNCIL BILL#
the Design-Build construction Proposed Action Originating Department PW/Utilities
of Water Transmission Line 5 Consent Contact Person Richard Hefti
Replacement at the Pilchuck Action Phone Number 425-257-7215
River First Reading FOR AGENDA OF 6/19/13
Second Reading
Third Reading
Public Hearing
Budget Advisory Initialed by:
Department Head `
CAA d
Council President 59y--)
Location Preceding Action Attachments Department(s)Approval
Pilchuck River east of Mar 6,2013 - Settlement PW
Snohomish and north of Agreement
Three Lakes Road.
Amount Budgeted $5,400,000
Expenditure Required $2,000 Account Number(s):UP 3251
Budget Remaining $3,826,000
Additional Required -0-
DETAILED SUMMARY STATEMENT:
Over time, the Pilchuck River has exposed a portion of the existing Water Transmission Line 5 crossing
under the river. The Water Transmission Line 5 Replacement at the Pilchuck River calls for replacing about
400 feet of 51-inch diameter steel water main deeper under the Pilchuck River.
Last year's conventional Design-Bid-Build project was unsuccessful largely due to limitations with
Contractor,Designer, and Permit Agency interactions. Design-Build removes these limitations and will
result in the best opportunity to successfully complete this project and address all parties' requirements.
The Design-Build process requires the City to advertise for interested and qualified design-build teams to
submit their qualifications for City consideration. After evaluating the qualification submittals, the City will
short-list up to 3 of the top rated design-build teams from whom to request proposals.
The Budget Remaining accounts for the amount spent to date($1,572,000)plus this request($2,000)from
the Amount Budgeted.
RECOMMENDATION (Exact action requested of Council):
Authorize the Request for Qualifications for the Design-Build construction of Water Transmission Line 5
Replacement at the Pilchuck River in the amount of$2,000.
1
