Exhibit A <br /> Continued <br /> 9.3 Technical Specifications for Dike Repairs East of 1-5 (90% and 100%) <br /> Otak will prepare technical special provisions for the upstream dike repair at the 90% and 100% <br /> design level. It is assumed that the technical special provisions will be incorporated into the project <br /> manual prepared under Task 8.3, to bid the repair Under 1-5 and the upstream dike repairs together. <br /> The project construction manual will be based on City standard "double-sided printing"format. Project <br /> Manual will include sections for contract and general/special provisions, bid proposal, contract, and <br /> applicable appendices. It is assumed that the City will provide the front-end contract(Division 0)for <br /> Otak to assemble the Project Manual. Specifications will be based on the City's standards and CSI <br /> standard specifications. <br /> Deliverables <br /> • 90% and 100% technical special provisions for the Upstream Dike repair. <br /> Assumptions <br /> • The specifications prepared under this task are assumed to be incorporated into the project <br /> manual prepared under Task 8.3. The repairs under 1-5 and the upstream dike repairs are <br /> assumed to be bid separately from the dike repairs downstream of 1-5. <br /> 9.4 Engineer's Estimate for Dike Repairs East of 1-5 (90% and 100%) <br /> Otak will prepare the cost estimate to indicate quantity estimates and unit construction cost data to <br /> reflect the 90% level design. Quantities will be organized into standard bid items (supplemented by <br /> additional non-standard items, if necessary) conforming to the project bid schedule. Otak will estimate <br /> quantities and develop an itemized construction cost estimate using unit costs based on experience <br /> and recent similar project bid tabs. The construction cost estimate will include appropriate <br /> contingencies to reflect the level of design complete. <br /> Deliverables <br /> • 90% Engineer's Estimate, electronic file (PDF file format). <br /> • 100% Engineer's Estimate, electronic file (PDF file format). <br /> 9.5 Permitting Support for Dike Repairs East of 1-5 <br /> The Otak team will assist the City and the City's permitting consultant with environmental permitting <br /> for the project with federal, state, and local regulatory agencies. Otak will respond to requests for <br /> information and provide calculations, such as areas of impact for wetlands and waterbodies, to <br /> support permit applications. Otak will provide CAD files for the project design to the City to support <br /> permit applications. An allowance of 24 hours of permit support has been assumed for the upstream <br /> dike repairs. <br /> Assumptions: <br /> • The City and the City's permit consultant will prepare the JARPA application and figures, and <br /> submit to the USACE,WDFW, and Ecology for the Section 404/10 permits, Section 401 permit, <br /> Coastal Zone Management Consistency Determination, and HPA. <br /> • The City or the City's permit consultant will coordinate with all regulatory agencies for permitting. <br /> • The City or the City's permit consultant will complete the SEPA Checklist. <br /> DD5 Dike Repairs and Improvements Project 7 <br /> otak <br /> K.\project\32700\32758\Contract\Proposal 19_0317\Scope forPhase 2-DD5 dike repairs Under 1-5 and Last ofI-5_19_1014.docx <br />
