B. National Objectives The Subrecipient certifies that the activities carried out with funds provided under this Agreement will meet the following CDBG National Objective, as identified by the City of Everett for priority in the 2019 Program Year, "Benefit low/moderate income persons" - as defined in 24 CFR Part 570.208. Appropriate subcategory under the National Objective: Limited Clientele 05Q - Subsistence Payments 24 CFR 570.207(b)(4) or 42 USC 5305(a)(8) + 24 CFR 570.482(c)(2) One-time or short-term (no more than three months) emergency payments on behalf of individuals or families, generally for the purpose of preventing homelessness. Description of how the project will meet this subcategory: Our outreach team will work with local families in crisis to determine what basic needs services are required focusing on housing & food security issues. Through our case management process we will determine ongoing ability to maintain current housing past the crisis, connect with additional community resources including food banks, programs for low/moderate income utility programs and feeding programs. C. Performance Monitoring The City will monitor the performance of the Subrecipient against goals and performance standards required herein through quarterly reports and site visits. Substandard performance as determined by the City will constitute non-compliance with this Agreement. If action to correct such substandard performance is not taken by the Subrecipient within a reasonable period of time, as determined by the City and after being notified by the City, contract suspension or termination procedures will be initiated.
