2 <br /> Benefits Coordinators Corporation (BCC) provides online health benefits management and <br /> enrollment services, including the transmission of eligibility information to the carriers and a <br /> consolidated billing system for the City's health benefit plans. <br /> City Employee Overview <br /> In addition to the non-represented employee population, the City has six (6) unions. The unions <br /> include: American Federation of State, County, and Municipal Employees (AFSCME), <br /> International Association of Firefighters (IAFF), Everett Police Officer Association (EPOA), <br /> Everett Police Management Association (SPMA), Amalgamated Transit Union (ATU), and <br /> Snohomish County Construction Crafts. The City provides employee only retiree health benefits <br /> coverage, as required by law, to LEOFF 1 retirees. The City offers self-pay retiree coverage <br /> through Group Health. Description of Services/Scope of Work <br /> Plan Administration <br /> • Provide insurance brokerage and advisory services associated with employee benefit <br /> plans. This includes, but is not limited to, acting as an intermediary on the City of Everett's <br /> behalf with the underwriting community, marketing activities and analyzing options and <br /> proposing recommendations. Assisting the City in administering group insurance plans, <br /> responding to questions from and providing information to staff representatives, settling <br /> claim disputes and other oversight services during the course of the programs. <br /> • Assist the City with the implementation of new programs or changes to existing programs, <br /> which may include attending various onsite meetings. <br /> • Meet with and provide reports to various City representatives, when requested by the City, <br /> including the City Council, City administration, employee groups, and City staff. <br /> • Provide a central resource for documenting activities surrounding the delivery of benefits. <br /> The resource includes benefit plan objectives, current and historical plan data, <br /> DRAFT 14 3 of 16 <br />
