The Senior <br /> Housing Affordability Group (SHAG) developments are very successful in other jurisdictions, and would <br /> provide good revenue to the City. The location is in close proximity to commercial services and transit. <br /> SHAG will work closely with the City in developing the site. He asked if there were any questions. <br /> 7:35:18 PM <br /> Commissioner Olivers asked if SHAG was comfortable with the .75 parking stalls per unit as proposed. <br /> Mr.Vida responded that he would he very happy to accommodate if that was the case and mentioned <br /> that SHAG may want to compromise a bit. <br /> 7:37:27 PM <br /> Commissioner Sand asked lithe SHAG project triggered the request to initiate the code amendment. <br /> Mr. Giffen responded that he had been contacted by Mr.Vida and other developers who suggested that <br /> the parking standard for senior housing should he reviewed. Commissioner Sand asked if the discussion <br /> was project related. Mr. Giffen responded that Planning Commission was only considering the proposed <br /> parking standard. <br /> 7:38:52 PM <br /> Ryan Olson,9515 NE 13th,Clyde Hill,stated that he was with Wallace Properties who represents some of <br /> SHAG's purchases. They are considering Mr.Vida's listing. Subsequently, he discovered that the <br /> proposal would require one parking stall per unit. Through their experience,SHAG can't afford to do <br /> that. Parking can be very expensive. Surface parking costs the developer about 15,000 per unit and <br /> underground parking is probably more around 60,000 per unit. SHAG will not consider the site unless <br /> the City changes the parking requirement. SHAG seeks properties that are close to amenities because <br /> most of their residents do not drive or own a car. Mr.Olson stated that he was not sure if SHAG would <br /> consider the site with the parking standard at the .75 per unit requirement. In other jurisdictions, they <br /> have been developing at.6 per unit. He asked Commission if there were any questions for him. There <br /> was no response. <br /> 7:42:17 PM <br /> CommissionerJordison stated that it appeared to him that the SHAG development would be a great use <br /> for the site; however, he was concerned with residents parking in the neighboring residential area. He <br /> stated that special parking permits could be issued to surrounding neighborhood residents similar to <br /> what is happening in neighborhoods in proximity to downtown Everett. <br /> 7:44:14 PM <br /> Commissioner Sand asked lithe code amendment would apply to senior housing throughout the City. <br /> Mr. Giffen responded that the proposed amendment would only be applicable in the Everett Station <br /> area and the Evergreen Way zones. Engineering was sensitive to lowering the standard to what is <br /> suggested in the ITE Manual or in the studies that were provided. They felt that.75 was a reasonable <br /> standard in the Everett Station area and along Evergreen Way. Commissioner Sand asked what the <br /> remedy would he if over time the .75 parking standard was not adequate. Mr. Giffen responded that if a <br /> project is vested under the code that is in effect at the time of permit, it is probably more of a parking <br /> management issue for the development lithe parking demand exceeds what the code requires. For <br /> parking that may spill out into residential areas as discussed by Commissioner Jordison,the City does <br /> have residential permit parking zones surrounding the downtown,the hospital, and community college. <br /> The standard for market rate housing along Evergreen Way is one parking stall per dwelling unit.
