1 <br /> Everett. There is also some information that had been put together for the Senior Housing Affordability <br /> Group (SHAG),which included an analysis of other senior housing developments in the Puget Sound and <br /> other areas. They also included some standards out of the Institute of Transportation Engineers Parking <br /> Generation Manual. <br /> Mr. Giffen stated that the City's current standard is one parking space per dwelling unit. In the <br /> background information,the standard ranges from less than %z of a parking space per dwelling unit to <br /> 2/3 of a parking space per dwelling unit. The City's traffic engineers have reviewed the background <br /> information and they are comfortable with 3/4 of a parking space per dwelling unit; however,the City <br /> would like to limit that standard to areas around Everett Station and in the E-1 along Evergreen Way <br /> zones where there is SWIFT Bus Rapid Transit service. After further direction from Planning <br /> Commission,the City will prepare for the SEPA review process. After the public comment period,the <br /> proposed amendment would be scheduled for either a workshop or public hearing. Mr.Giffen asked if <br /> there were any questions or comments. <br /> 7:23:04 PM <br /> Commissioner Olivers asked if there was any information regarding disabled parking stalls. Mr. Giffen <br /> responded that he would do further research regarding disabled parking stalls. Commissioner Chase <br /> stated that when he was with the Housing Authority the number of disabled parking stalls was a key <br /> issue and they did,where it was possible,add more disabled parking stalls than required. <br /> 7:26:25 PM <br /> Commissioner Sand asked if any of the reports addressed some alternatives such as assigned parking. <br /> Karen Stewart mentioned that in one of the studies it talked about 10%of the total units typically are <br /> available for visitor or guest parking; however,that would address more of an open parking concept. <br /> Commissioner Sand felt that the dates and times that were evaluated in the reports appeared to him to <br /> be pretty narrow. Commissioner Chase stated that most management companies do not like to have <br /> assigned spots because who is assigned the priorities. Commissioner Sand added that his folks buy the <br /> right to a parking location. Mr.Giffen stated that staff can research for additional information on that <br /> topic. <br /> 7:27:58 PM <br /> Commissioner Stewart stated that in the EMC,Chapter 34,the parking standard for congregate care is.8 <br /> of a parking space per dwelling unit and asked why the City was now considering.75. Mr. Giffen <br /> responded that he did not recall how staff came by the.8 standard. He was not aware of any <br /> congregate care facilities that have been built in the City since the Code was rewritten in 1990. <br /> Commissioner Stewart responded that she felt that congregate care would imply to her that there <br /> would be less single car ownership than senior housing developments. <br /> 7:30:02 PM <br /> Commissioner Jordison asked about the parking standard for assisted living facilities. Mr. Giffen <br /> responded that the parking standard is one space per four beds in the facility. <br /> Citizen Comments <br /> 7:30:40 PM <br /> Hamid Vida,15512 Country Club Drive, Mill Creek,stated that he works with Clearview Real Estate <br /> Capital in Issaquah and works with Allan Hemmat,who is an Everett investor. The property at 6502 <br /> Evergreen Way is good location for senior housing.
