The "Let it Rain"program will help: reduce basement flooding in north Everett, reduce flows to <br /> sewer system,reduce flows to the Water Pollution Control Facility, reduce combined sewer overflows and <br /> improve water quality in Puget Sound. This program will help meet requirements from Department of <br /> Ecology to reduce combined sewer overflows and the NPDES stormwater permit education and green <br /> infrastructure requirements. The program elements are residential rain garden rebates, downspout <br /> disconnection rebates and rain barrels.
