The ordinance provided funding to <br /> help secure federal approval of a"conversion" of approximately 1.7 acres of Thornton A. Sullivan(TAS) <br /> Park(11405 W. Silver Lake Road) in 1996 to non-recreational use (Fire Station No. 7). The 1.7 acres were <br /> converted without prior approval of the State's Recreation and Conservation Office,formerly the State <br /> InterAgency Committee for Outdoor Recreation, and National Park Service (NPS). <br /> Amendment No. 4 to the original Project Contract Agreement dated March 17, 1979 officially approves.the <br /> conversion to a non-recreational use. The conversion was recommended for approval by the Recreation and <br /> Conservation Funding Board on June 23, 2011 and was approved by the NPS on June 25, 2013. The NPS <br /> was required to approve the conversion because the original Project Contract Agreement provided funds for <br /> park improvements from the federal land and water conservation fund. <br /> This approval requires the City to construct recreational improvements on 3.55 acres of replacement park <br /> property on the southern portion of what is typically known as the Bruskrud Road park site, located <br /> approximately 1/2 mile north of TAS Park. These improvements will generally include passive use trails and <br /> picnicking facilities. The improvements must be in place by June 23, 2016. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign Amendment No. 4 to the Agreement with the State of Washington's Recreation <br /> and Conservation Office for Sullivan Park Refurbishment. <br /> 3 <br />
