L <br /> 2. Prior to issuance of grading permits for removing earth from a site, the applicant must <br /> demonstrate that permits have been obtained for placement of the earth off-site. (SEPA <br /> Earth and Water Policies) <br /> 3. All soil piles shall be covered with plasti- sheeting or other impervious covering staked to <br /> the ground or anchored with rocks or sandbags. Berms, earthen or otherwise, must he <br /> constructed at the perimeter of excavated areas to prevent adjacent site runoff from entering <br /> the excavations. (SEPA Earth and Water Policies) <br /> 4. Temporary slopes within native glacial soils shall be limited to a maximum angle of 1/2 fool <br /> horizontal (H) to 1 foot vertical (V). Temporary slopes within fill soils shall be limited to a <br /> maximum angle of 1H:1V. Temporary slopes must be covered with an impermeable <br /> membrane, such as visqueen or mulch, in order to prevent precipitation from coming in <br /> contact with the soils. (SEPA Earth and Water Policies) <br /> Permanent slopes steeper than 25% shall be designed by a professional civil or <br /> geotechnical engineer. The design should present appropriate erosion control measures <br /> which may include: hydroseeding, erosion control blankets, rip-rap, jute matting, and <br /> visqueen. (SEPA Earth and Water Policies) <br /> 5. Grading/filling must not adversely affect the hydrology of streams and existing or created <br /> wetlands. (SEPA Earth and Water Policies) <br /> 6. Grading/filling on-site shall not adversely affect adjoining sites. (SEPA Earth and Water <br /> Policies) <br /> 7. Clearing limits shall be staked, flagged, and/or fenced off prior to initiation of any clearing or <br /> land alteration activities as approved by the Engineering and Public Services Inspector. <br /> Section 4: SURFACE/GROUNDWATER, PLANTS AND ANIMALS <br /> 4.3.1 General Mitigation Measures <br /> 1. The following Best Management Practices (BMPs) must be followed for all construction work <br /> through and immediately adjacent to environmentally sensitive areas and their buffers, <br /> unless otherwise required by a permit issued by a federal or state agency. <br /> • Work should be done in the dry season whenever possible (June 15 to September 15). <br /> • The width of the corridor through the wetland or stream should be minimized. <br /> • Construction staging areas must be located outside of environmentally sensitive areas <br /> and their buffers, unless determined by the Planning Director to be infeasible. Streams, <br /> wetlands, buffers, staging areas and construction limits shall be clearly shown on <br /> construction plans. Construction limits shall be clearly marked in the field with orange <br /> construction fencing. <br /> • Work shall be done so as to minimize turbidity, erosion, and other water quality impacts. <br />
