Purpose. To establish an emergency interoperability and mutual aid communications on local <br /> government frequencies on a scheduled and unscheduled basis between Commander,Navy <br /> Region Northwest(COMNAVREG NW)and City of Everett Fire Department. <br /> 2. Background. <br /> a. Whereas the Code of Federal Regulations, Title 47, Telecommunications,Part 90,regulates <br /> land mobile radio frequency usage by non-federal organizations, and Whereas Parts 7.12 and 8.3 <br /> 3 of the National Telecommunications and Information Administration Manual of Regulations <br /> and Procedures for Federal Radio Frequency Management(NTIA Manual), require a mutually <br /> approved arrangement for a Government radio station to use any frequency authorized to a local <br /> Government radio station, and whereas Navy Region Northwest(NRNW) Fire&Emergency <br /> Services, and City of Everett Fire Department(the cooperator) on frequencies authorized solely <br /> to the cooperator for county-wide public safety operations and emergency services <br /> communications; and whereas such communications are essential for emergency interoperability <br /> and mutual aid,this agreement is entered into. <br /> 3. Scope. <br /> a.
