State of Washington Department of Ecology Page 8 of 21 <br /> Agreement No: SWMLSWFA-2019-EverPW-00090 <br /> Project Title: 2019-21 LSWFA City of Everett Public Works IMP <br /> Recipient Name: CITY OF EVERETT-PUBLIC WORKS DEPT. <br /> SCOPE OF WORK <br /> Task Number: 1 Task Cost: $96,184.00 <br /> Task Title: Residential Recycling/Waste Prevention <br /> Task Description: <br /> The RECIPIENT is aware that waste reduction and recycling (WRR)in the multi-family sector, in public spaces and at public <br /> events can be improved,and that recycling contamination rates remain high. Continued support and education/outreach are vital <br /> to boosting WRR and dropping contamination levels. Oversight of local collection practices is also needed to ensure effective <br /> communications and services are provided,and that collected materials are handled properly. To these ends,the RECIPIENT <br /> will focus its LSWFA funding towards: <br /> Activity: Increasing WRR at Multi-family Properties <br /> The RECIPIENT will track contact with and provide technical assistance for multi-family property owners to encourage them <br /> to organize new or improve the existing WRR programs on their properties,building upon previous multi-family work.The new <br /> recycling,garbage, and compost guidelines developed in partnership with Rubatino Refuse Removal(final in January,2018) <br /> along with other pertinent outreach materials, creating multi-lingual pieces where appropriate,will be distributed to residents. <br /> Should new promotional or other materials be required, the RECIPIENT agrees to obtain an ECOLOGY review before <br /> printing them, if those costs are charged to this Agreement. The full text of this requirement can be found in Provision#19 in the <br /> General Terms and Conditions below. <br /> Activity: Public Events Recycling <br /> The RECIPIENT will also promote and expand its ClearStream recycle container check-out program, especially to special <br /> event coordinators,providing technical assistance in placing and using these containers at events, in addition to requesting the <br /> coordinators to track and report back the amount of material deposited in these containers as part of the check-in process.The <br /> RECIPIENT will compile and report back these data to ECOLOGY in the Progress Report accompanying the Payment <br /> Request for the event expenses. <br /> Activity: Public Areas Recycling <br /> The RECIPIENT will track the number of sidewalk containers and users by working closely with the Downtown Everett <br /> Association to map containers and adjust locations to the most effective areas. The RECIPIENT will evaluate recycling <br /> increases in existing containers by comparing current and previous collection amounts,while contributions from new containers <br /> may be directly added as an increase. Numbers and types of outreach materials will be reported when staff time for marketing/ <br /> outreach/educational activities is to be paid as part of this Agreement. <br /> The RECIPIENT will work with local collection providers to encourage the standardization of curbside services,ensure <br /> recycling instructions are provided annually, and verify that collected materials are handled properly. ECOLOGY now requires <br /> the RECIPIENT verify,to the best of their knowledge, that materials handled under this Task as recyclables are,in fact, <br /> recycled and not disposed.
