EVERETT <br /> WASHINGTON <br /> RESOLUTION NO. 7454 <br /> A RESOLUTION setting a public hearing before the City Council on December 11, 2019, <br /> at 6:30 p.m.to receive comments on the City's intent to establish an Everett Station <br /> District Business Improvement Area (BIA), approve a 2020 budget, and provide for the <br /> levy of a special assessment for five years. <br /> WHEREAS, <br /> 1. Businesses and property owners within the proposed Everett Station District Business <br /> Improvement Area (BIA) have petitioned the City to establish the proposed BIA, in order to use <br /> special assessment revenues to fund programs and services, such as public safety, cleaning, and <br /> economic development, within the neighborhood surrounding the Everett Transit Station. <br /> 2. The City is willing to initiate and declare its intention to establish the proposed BIA, levy special <br /> assessments for five years, and authorize a 2020 budget for the proposed BIA. <br /> NOW,THEREFORE, BE IT RESOLVED BY THE MAYOR AND EVERETT CITY COUNCIL THAT: <br /> Section 1. <br /> The City Council will hold a public hearing on the 11th day of December, 2019, at 6:30 p.m., or as soon <br /> thereafter as possible, in the City Council Chambers, 3002 Wetmore Avenue, in Everett,Washington,to <br /> consider establishment of the proposed BIA, levying special assessment for five years, to consider <br /> approval of a 2020 budget for the proposed BIA, as more fully specified below in Attachments B and C. <br /> Section 2. <br /> Pursuant to Chapter 35.87A RCW, it is the intention of the City to establish the proposed Everett Station <br /> District BIA, within the following described boundaries: <br /> Beginning at the intersection of the centerline of Hewitt Avenue and the centerline of <br /> Broadway Avenue; thence easterly along the centerline of Hewitt Avenue to intersect with <br /> the eastern side of Interstate 5;thence southerly along the eastern side of Interstate 5 to <br /> the BNSF railway; thence southerly to intersect with the centerline of 41st Street; thence <br /> westerly along the centerline of 41st Street to the centerline with Broadway Avenue; <br /> thence northerly to Parcel ID 29052900300900 (Aquasox Building) to include the parcel; <br /> thence northerly to the centerline of 38th Street; thence westerly to the centerline of <br /> Lombard Avenue; thence northerly to the centerline of 37th Street; thence easterly to the <br /> centerline of the alley in Block 880, Plat of Everett, according to the records of Snohomish <br /> County; thence northerly to intersect the centerline of 34th Street,then westerly to <br />
