intersect with the centerline of Lombard Avenue; thence northerly to intersect with the <br /> centerline of 33rd Street; thence easterly to the centerline of the alley in Block 795, Plat of <br /> Everett, according to the records of Snohomish County; thence northerly to the terminus of <br /> the alley in Block 741, Plat of Everett, according to the records of Snohomish County; <br /> thence northerly along the western edge of Parcel ID 00439074101900 (Mill Town Credit <br /> Union), to intersect with the centerline of Pacific Avenue; thence easterly to intersect with <br /> the centerline of Broadway Avenue; and thence northerly to intersect with the centerline of <br /> Hewitt Avenue and said point of beginning. <br /> Section 3. <br /> Special assessment revenues can only be used for the purposes, programs, and services allowed by RCW <br /> 35.87A.010, as described in Section 3 of Ordinance No. 3 7 14-19 Primary programming for safety, <br /> cleaning, infrastructure and parking advocacy, and business and economic development is shown in <br /> Attachment A. <br /> Section 4. <br /> The annual special assessment upon buildings and other real property, and the owners thereof, within <br /> the BIA would be based on land square footage and assessed value. In 2021-2024,the land square footage <br /> rate will be multiplied by an Inflationary Factor, which will be equal to the change in the June to June <br /> Consumer Price Index for All Urban Consumers in Seattle-Tacoma-Bremerton ("CPI")from the Base Year, <br /> or three percent per year, whichever is less. The proposed special assessment rates for 2020-2024 are <br /> shown in Attachment C. <br /> Section 5. <br /> The City Council, at the December 11, 2019, public hearing, will hear all protests and receive evidence for <br /> or against the proposed action and all persons who may desire to object to the action proposed should <br /> do so in writing and file said objection with the Everett City Clerk prior to December 11, 2019, or shall <br /> appear and present their objections at the public hearing. <br /> Section 6. <br /> The City Clerk shall give notice of the public hearing by: (1) one publication of the notice of hearing and <br /> copy of this resolution in a newspaper of general circulation in the City; and (2) mailing a complete copy <br /> of this resolution,including a copy of the proposed activities, budget,and assessment rates for the ensuing <br /> fiscal years, to the owners or reputed owners of property in the BIA whose names appear as the owners <br /> on the records of the Snohomish County Assessor,at the address for such owners as shown on the records <br /> of the Snohomish County Assessor, or at such other address for a particular owner as such owner may <br /> have previously requested in writing. <br /> Section 7. <br /> A copy of the proposed activities, 2020 budget, and assessment rates are attached as Attachments A, B, <br /> and C to this resolution. <br /> Section 8. <br /> The City Clerk is authorized to make necessary corrections to this resolution including, but not limited to, <br /> the correction of scrivener's/clerical errors, references, numbering, section/subsection numbers, and any <br /> references thereto. <br /> Ism <br /> ix 2019 RESOLUTION: Everett Station District BIA Page 2 of 6 <br />
