• EXHIBIT A 1 8 <br /> SCOPE OF WORK <br /> Blue Marble Environmental LLC will assist the City of Everett in developing and implementing waste reduction and <br /> recycling programs for multifamily properties,businesses,schools,city residents,and city sponsored public events <br /> and festivals. <br /> SCOPE OF WORK PROJECT TASKS: <br /> 1.Multifamily <br /> Blue Marble Environmental LLC will work with local recycling and solid waste service providers to identify non- <br /> recycling multifamily properties. A target list of properties'not recycling'will be created and recycling outreach <br /> assistance to the largest 200 properties will be provided. The outreach program will consist of: <br /> •Assistance to City of Everett expanding city multifamily recycling ordinance number 2042-95 to ensure that all <br /> multifamily properties have recycling containers on-site. <br /> -Coordination of new recycling programs,including new program setup and design assistance,container placement <br /> assistance,appropriate number of containers per property,container decals and enclosure signage,and coordinating <br /> new container delivery instructions with service providers and property managers. <br /> •Working with multifamily property owners and managers to educate tenants about recycling,contamination of <br /> recycling programs and illegal dumping,providing in-unit recycling collection baskets for tenants,and providing <br /> recycling and disposal information to property managers regarding computers and electronics,batteries,fluorescent <br /> bulbs,paint,household hazardous waste,and used medications. <br /> •Coordination of new multifamily recycling instructions with recycling service providers,the City of Everett and <br /> Snohomish County. <br /> 2.Business <br /> Blue Marble Environmental LLC will work with local recycling and solid waste service providers to identify non- <br /> recycling businesses. One hundred(100)businesses will be targeted for new and expanded waste reduction and <br /> recycling assistance. Program activities will include: <br /> •Development of field tracking forms,and development and distribution of post card mailers and waste reduction <br /> and recycling promotional information. <br /> •Distribution of recycling containers to support new business recycling programs. <br /> •Working with local recycling service providers,city of Everett,and WA State Department of Ecology,a free <br /> recycling service startup incentive(1-2 months),will be created and offered to businesses using CPG grant funds to <br /> help businesses start new recycling programs,divert recyclable materials from the waste stream,reduce their solid <br /> waste volume,and likely reduce solid waste costs. <br /> •Businesses will be recognized for the waste reduction and recycling programs. <br /> 3.Public Events/Festivals and Downtown Public Recycling <br /> Waste reduction and recycling assistance will be provided as follows: <br /> •Designing and setting up recycling programs at city sponsored public festivals and events such as Sorticulture, <br /> Fourth of July,and summer outdoor concert series to ensure participants have access to recycling. <br /> •Expanding a Recycling Container Check-out program to reach more audiences in the City for use at block parties, <br /> neighborhood events and special occasions. Clear-stream recycling containers and litter"grabbers"will be loaned <br /> out for event recycling,composting and garbage setup. A promotional flyer will be developed to advertise and <br /> promote the check-out program. The program will be coordinated with WSU Snohomish County Extension <br /> programs,Snohomish County and the Cities of Edmonds,Lynnwood,Marysville and Arlington. <br /> 'Support and management of the City's public sidewalk recycling program,including container monitoring and <br /> contamination troubleshooting,support to sponsor businesses and the Downtown Everett Association,and <br /> recruitment of new business sponsors for new containers will occur. Business sponsors will be provided with litter <br /> "grabbers"to safely remove small amounts of contamination from recycling containers.
