1 <br /> and charges will be structured so that the addition of new Cities using the <br /> Portal does not impose additional costs on prior Participating Cities. <br /> b. Goals of the PORTAL AGENCY. The Principals acknowledge and support the <br /> following goals which they seek to accomplish by this Agreement and creation of the PORTAL <br /> AGENCY: <br /> i. Taxpayers and Licensees utilizing the Portal will have a seamless, transparent, <br /> user-friendly and efficient experience. <br /> ii. It will be easy and timely for Taxpayers and Licensees to access <br /> knowledgeable staff at each Participating City to respond to tax or licensing <br /> questions. <br /> iii. The Portal will have error-free data collection, transmittal and tax payment <br /> allocation as between Participating Cities. <br /> iv. There will be local control and oversight of tax collections and tax policy. <br /> v. Participating Cities will be accountable for the accuracy and timeliness of <br /> information they provide to the PORTAL AGENCY and for their customer <br /> service response. <br /> vi. Decision-making will be jointly exercised by the Principals through the <br /> Executive Board. <br /> vii. The PORTAL AGENCY will seek to balance the interests of information <br /> technology,treasury, finance and tax staff within Participating Cities in the <br /> development of the Portal's capabilities and operating rules. <br /> viii. The PORTAL AGENCY will comply with all legal requirements, including <br /> but not limited to public record-keeping,public meetings, public records, <br /> security, and audit requirements. <br /> ix. The PORTAL AGENCY will be able to accommodate additional city partners <br /> as Principals or Subscribers over time, and be able to process additional types <br /> of local taxes and licenses over time. <br /> x. The PORTAL AGENCY will support the ability to maximize use of the Portal <br /> by Taxpayers and Licensees so that Participating Cities do not need to <br /> replicate the Portal's services. <br /> xi. The PORTAL AGENCY will maximize compatibility with Participating <br /> City's systems of record for data storage and processing. <br /> xii. The PORTAL AGENCY will coordinate with the state Department of <br /> Revenue. <br /> xiii.
