Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> I. Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Rental Housing Mediation program in a <br /> manner satisfactory to the City and consistent with any standards required as a condition of <br /> providing these funds. Such program will include the following activities eligible under the Community <br /> Development Block Grant Program: <br /> Program Delivery <br /> Activity: <br /> The Rental Housing Mediation will serve 350 Householdby providing (a) Education/Information on <br /> Landlord-Tenant Rights/Responsibilities: Landlords and tenants will be educated through <br /> phone and in-person sessions. A "Summary of the Residential Landlord-Tenant Act of <br /> Washington" will be mailed to any citizen of Everett who makes such a request by phone or <br /> mail. (b) Initial Phone Consultations: RHMS professionally trained intake staff receive calls <br /> from Everett residents to coach them to have productive conversations with their landlord to <br /> maintain housing as well as send brochures to individuals, and families, make referrals to <br /> appropriate sources of assistance, and inform callers. <br /> (c) Mediation Services: RHMS continues our productive relationship with the courts <br /> including providing on-site mediation services for landlord/tenant disputes at small claims <br /> court. (d) Fair Housing Counseling: RHMS is an essential component of Fair Housing <br /> Counseling for the City of Everett, working with clients to assess issues of discrimination, <br /> resolve housing issues, provide pertinent information and make referrals. <br /> (e) Information and Referral: Assistance is provided to clients in an effort to process their <br /> complaints with Washington State Human Rights Commission, the Federal hotline or other <br /> legal service providers. We have developed a strong collaboration with Snohomish County <br /> Legal Services to refer clients needing immediate legal intervention to prevent unlawful <br /> evictions. We also refer client to the Housing Justice Project at the courthouse for review of <br /> notices which require legal advice.. <br /> General Administration <br /> [Description of general administrative services to be performed in support of activities noted above] <br /> The Rental Housing Mediation Services program is administered by Volunteers of America Dispute <br /> Resolution Center of Snohomish County. <br /> Volunteers of America Western Washington will provide accounting, human resources, computer <br /> services, and other administrative support. <br />
