of the program has shown 95% service to very low/low/moderate income community. <br /> Without offering this free service these community members would not have received <br /> immediate help in resolving housing disputes. This availability is crucial in working to <br /> support landlords in ensuring they are providing suitable housing as established by the <br /> Landlord/Tenant Act. Finally, we have designed our program to meet a community need <br /> with a particular urgency. For a tenant threatened with homelessness we are able to either <br /> provide them with resources immediately and directly or refer them to other housing related <br /> resources in the community and within Volunteers of America. The funding of RHMS will <br /> expand and improve the quantity and quality of community services, principally for persons <br /> of low and moderate income for the citizens of the city of Everett. <br /> C. Performance Monitoring <br /> The City will monitor the performance of the Subrecipient against goals and performance standards <br /> required herein through quarterly reports and site visits. Substandard performance as determined by <br /> the City will constitute non-compliance with this Agreement. If action to correct such substandard <br /> performance is not taken by the Subrecipient within a reasonable period of time, as determined by <br /> the City and after being notified by the City, contract suspension or termination procedures will be <br /> initiated. <br />
