4 <br /> MISSION STATEMENT <br /> The mission of the Region 1 SWAT team is to respond to incidents of a high risk nature that <br /> involve the need for specialized training and equipment, and to work as a coordinated unit in an <br /> attempt to resolve these situations without injury or loss of life. It is recognized that not all <br /> situations will end without injury or loss of life. In situations that become life-threatening, <br /> because of the actions of the suspect(s),the mission shall be one of preserving and protecting the <br /> lives of innocent citizens and the police. Incidents which meet these criteria include,but are not <br /> limited to: <br /> 1. Hostage Situations: The holding of any person(s) against their will by individual(s) <br /> believed to be dangerous. <br /> 2. Barricade Situations: A stand-off created by an armed or potentially dangerous person, in <br /> any location, fortified or not,who is refusing to comply with police demands for <br /> surrender/compliance. <br /> 3. Active Shooter: An armed person who has used deadly physical force on other persons <br /> and continues to do so while having unrestricted access to additional victims. <br /> 4. Sniper Situations: The firing upon citizens and/or police by an armed suspect, stationary <br /> or mobile. <br /> 5. High Risk Apprehension: The arrest or apprehension of armed or potentially dangerous <br /> suspects,where the likelihood of armed or violent resistance is high,or where potential <br /> risk to involved officers(i.e.undercover officer), is higher than normal. <br /> 6. High Risk/Unknown Risk Search Warrant Service: Search warrants requiring, or likely <br /> to require, forced entry/dynamic room clearing techniques. <br /> 7. High Risk Surveillance: Surveillance and/or stake out operations involving <br /> suspects/operations with a high potential for armed encounter or violence. <br /> 8. Personal Protection: The security of special persons (i.e. visiting dignitaries,VIP's, <br /> witnesses/suspects),based on threat or potential threat to their safety and/or security. <br /> Revised 12/2013 4 <br /> 25 <br />
