I. REGION 1 SWAT TEAM PROCEDURE MANUAL <br /> A. General-The Region 1 SWAT team is a multi jurisdictional unit comprised of officers <br /> from the Everett Police Department and deputies from the Snohomish County Sheriff's <br /> Office. The team is operated under the terms of this manual and policies of the Sheriff's <br /> Office and Everett Police Department. <br /> B. Advisory Committee-This manual is approved by the team's Advisory Committee, <br /> consisting of the Sheriff of Snohomish County and the Chief of Police for the City of <br /> Everett. This manual ensures adopted standards meet local, state, and federal <br /> requirements. Decisions with regard to team operations,budget,and this manual are <br /> subject to their review. This manual should be reviewed and updated as applicable,but not <br /> less than annually. <br /> II. ORGANIZATION,TEAM STRUCTURE, and RESPONSIBILITIES <br /> A. Incident Command-It is recognized that not all SWAT applications require the <br /> establishment of a designated command post and formal incident command system <br /> (operations, logistics,finance, etc.). It is also recognized that when a formal command <br /> post is established,the Incident Commander(Chief, Sheriff or their designee) from the <br /> operational jurisdiction of the incident retains overall incident management responsibility <br /> and authority. <br /> B. Basic Team Structure -The basic SWAT team structure is as follows: <br /> 1 Team Commanders holding the rank of Lieutenant or above <br /> 1 Team Leader holding the rank of Sergeant or above <br /> 1 Marksman Squad Leader <br /> 2 Entry Team Squad Leaders <br /> 1 Negotiations Squad Leader <br /> 14 Entry Squad members <br /> 5 Marksman members <br /> 5 Negotiations team members <br /> 6 Logistical support personnel <br /> SWAT Commander(s),Team Leader(s), Squad Leader(s), and members will be assigned <br /> to specific tasks and responsibilities as necessary. (See Appendix"B"for general <br /> organizational chart). <br /> C. SWAT Commander and command responsibilities -The SWAT Commander is the overall <br /> unit leader. The SWAT Commander can be from either jurisdiction and will be the rank of <br /> Revised 12/2013 5 <br /> 26 <br />
