4 <br /> D. Team Leader responsibilities-The Team Leader shall be a Sergeant or above and selected <br /> by the SWAT Commander(s) subject to approval by the SWAT Director. The Team <br /> Leader is responsible for directing the operational aspects of the team and for maintaining <br /> team discipline and professionalism. <br /> 1. The Team Leader,with help from the Squad Leaders, is also responsible for all <br /> training aspects of the team, ensuring minimum team physical performance and <br /> marksmanship standards are met, ensuring that each member's performance on <br /> the team is acceptable and in conformance with training standards. The Team <br /> Leader shall also be responsible for determining equipment needs, organization <br /> and planning,team tactical assignments and plan implementation for all call-outs. <br /> It is the Team Leader's responsibility to communicate regularly with the SWAT <br /> Commander(s)regarding operational status and needs. <br /> 2. On-scene responsibilities of the Team Leader—During SWAT activations,the <br /> Team Leader's responsibilities shall include but not be limited to: directing team <br /> members and inner perimeter personnel, developing strategy and tactical plans to <br /> deal with the variety of actions which may be taken by a suspect(s),and <br /> development of a plan to resolve the situation by tactical means in coordination <br /> with, and subject to the direction and approval of the SWAT Commander. This <br /> may include coordination of entry and arrest teams,providing information to the <br /> command post on personnel positioning,ensuring effective containment of the <br /> inner perimeter, officer safety issues such as cross-fire, cover and concealment, <br /> target background and repositioning members when necessary. The Team Leader <br /> should make use of the Squad Leaders and Assistant Squad Leaders to accomplish <br /> these responsibilities as required. <br /> E. Squad Leaders—Squad leaders are selected by the Team Leader(s) and SWAT <br /> Commander(s). Squad Leaders shall assist the Team Leader in the operational aspects of <br /> the team and in maintaining team discipline and professionalism. Squad Leaders shall <br /> assume responsibilities as directed by the Team Leader. Squad Leaders shall be <br /> responsible for the officers/deputies assigned to their squad. Assistant Squad Leaders are <br /> operational team members that serve as the Squad Leader in the absence of a Squad <br /> Leader. <br /> F. Team Members—Team members shall be selected after making application and <br /> successfully passing the team's fitness standards,firearms qualification course and an <br /> interview panel. Specific information on appointment to the team is identified in section V <br /> of this manual. Team members shall, at the direction of the Team Leader and/or Squad <br /> Leaders,be responsible for: <br /> a. Serving as inner perimeter team or arrest team, <br /> b.
