4 <br /> lieutenant or higher. In the absence of the SWAT Commander, the Team Leader shall <br /> assume all duties and responsibilities of the SWAT Commander. The SWAT Commander <br /> is in charge of all tactical operations at incidents where the team has been activated. The <br /> SWAT Commander oversees all Tactical Command Post TCP operations. The SWAT <br /> Commander should not serve as both SWAT Commander and Incident Commander at the <br /> same time. <br /> 1. The Region 1 SWAT Team supports the Incident Command System as <br /> appropriate. The SWAT Commander is responsible for general team functions to <br /> include but not limited to: <br /> • Ensuring the team is properly equipped <br /> • Ensuring team members meet established training standards <br /> • Preparing team budget proposals <br /> • Preparing the year-end report <br /> • Facilitating the purchase of team equipment <br /> • Overall responsibility for team operations and performance <br /> These duties maybe shared with the Team Leader at the discretion of the SWAT <br /> Commander. <br /> 2. On-scene responsibilities of SWAT Commander- At the scene of a SWAT team <br /> call-out,the SWAT Commander is responsible for overall operations of the <br /> SWAT response. The SWAT Commander will establish the general guidelines of <br /> how to deal with the tactical situation and supervise tactical operations. The <br /> SWAT Commander will work with the Incident Commander and other command <br /> level officers during most SWAT operations to work toward successful resolution <br /> of the situation. The SWAT Commander shall select an appropriate TCP, if not <br /> previously accomplished, and appoint assistants to help with certain details of the <br /> operation such as equipment,recording of event log, suspect information,hostage <br /> information, inner perimeter,etc. The SWAT Commander will operate out of the <br /> TCP. The SWAT Commander will also establish a SWAT staging area, oversee <br /> negotiations, and provide information and updates to the Incident Commander. <br /> 3. A command level person, or their designee,of the jurisdiction in which the <br /> incident is occurring shall serve as the Incident Commander providing oversight <br /> and direction over the entire incident. The Incident Commander shall operate out <br /> of the Incident Command Post(CP). <br /> 4. Decisions with regard to the authorization for a sniper(s)to use deadly force, <br /> absent self defense or the defense of another consistent with applicable law and <br /> department policy, shall be made by the SWAT Commander. It is still understood. <br /> that a team member may, on his own accord,initiate these actions without prior <br /> approval if a situation unfolds that requires immediate action to protect him or the <br /> lives of civilians or officers. <br /> Revised 12/2013 6 <br /> 27 <br />
