Due to the specialized training and skill sets required for appointment to the <br /> Negotiation Squad,assignment of Negotiation Squad personnel to specific <br /> duties within that unit during events should be at the discretion and direction of <br /> the Negotiations Squad Leader or their designee. <br /> 6. The Negotiations Team will operate from a location separate from the TCP and <br /> ICP,but maintain close communication with the Team Leader. <br /> H. Sniper Teams—A sniper is a long-range rifle marksman of the SWAT team. A sniper <br /> team is made up of two team members. When employed in teams, each member must be <br /> fully capable with his assigned weapon. The snipers shall function either as a team or <br /> individually as the situation dictates. Sniper(s)will be deployed as part of SWAT <br /> operations. As such, snipers will be under the direction of the Team Leader and/or the <br /> SWAT Commander. Members of the sniper team must have excellent judgment and <br /> marksmanship skills. He must be able to carry out an order without regard to personal <br /> feelings when called upon to do so. He must have patience and decision making <br /> capabilities. Additional duties of the sniper team include but are not limited to the <br /> following: <br /> 1. Gather intelligence of the crisis site via reconnaissance of the planned objective <br /> area and suspect. <br /> 2. Provide cover and security for the entry team's approach and escape route(s). <br /> 3. Eliminate the threat of a suspect by that force necessary to protect life when <br /> authorized by command level officer to do so, or when the situation dictates that <br /> action be taken to protect his life or the life of another person. <br /> I. Public Information Officer(PIO)—The PIO will fall under the supervision of the Incident <br /> Commander when Incident Command has been established. The PIO will act as a liaison <br /> between Incident Command and the media at an established media staging area that is <br /> separate from the incident,the Incident Command Post and the Tactical Command Post. <br /> Press releases of high profile SWAT incidents will be prepared the PIO of the jurisdiction <br /> in which the incident took place. <br /> J. Logistical Support Personnel-Logistical support personnel are assigned as necessary to <br /> assist with command post operations,radio communication, equipment maintenance, <br /> staging area,training, and other duties as assigned by the SWAT Commander or Team <br /> Leader. Logistical support personnel also assist with operating tactical vehicles such as the <br /> Revised 12/2013 9 <br /> 30 <br />
