4 <br /> Firearms inspections shall be periodically conducted by each member's department <br /> armorer and serviced as required. The Team Leader or Squad Leaders should inspect <br /> weapons monthly. The records of such service shall be kept by each agency. <br /> B. Sniper Teams- Sniper teams must maintain and know the capabilities of their assigned <br /> weapon system. The marksman must be able to establish expertise in marksmanship <br /> through constant training on proper fundamentals, shooting platforms and single object <br /> concentration for an accurate shot. <br /> 1. The sniper teams shall shoot once per month and each marksman shall be required <br /> to attend and complete basic sniper marksman training offered by the Washington <br /> State Training Commission or a comparable course as determined by the SWAT <br /> Commander. <br /> 2. Sniper qualifications shall be held quarterly and all snipers must complete and <br /> pass all qualifications annually. <br /> 3. A shooting log-book shall be maintained by each sniper documenting the training <br /> done with his assigned weapon system. These books shall be reviewed by the <br /> Team Leader on a regular basis,but not less than quarterly. <br /> 4. The log shall contain a record of each shot fired in practice. <br /> C. Negotiators-All negotiators assigned to Region 1 SWAT will attend a minimum of Level <br /> 1 Crisis Negotiations training or equivalent prior to being utilized in negotiations. <br /> Additional training may be required at the discretion of the Negotiations Squad Leader or <br /> the SWAT Commander. The Negotiations Squad should conduct training monthly and <br /> should be incorporated into quarterly training scenarios <br /> D. Training Records-The Team Leader or his designee shall ensure that training records, for <br /> team training, are kept for each training session with an explanation of training completed <br /> and the number of training hours spent. This shall include the approved lesson plan and <br /> qualification course description. These records will be maintained in a team training <br /> binder/folder and stored at the Team Leader's agency. Records of individual training <br /> authorized by individual agencies shall be maintained by that agency. Additional training <br /> record keeping requirements may be imposed by each individual agency. <br /> VI. EQUIPMENT <br /> A. Storage -It is the responsibility of the Team Leader(s)to ensure that all equipment <br /> specifically used by the SWAT team is stored in secured locations that allow for access <br /> during call-out situations.
