4 <br /> SWAT Commander. <br /> 4. 37/40 MM Launcher(s) <br /> • The 37/40 MM launchers can be used to deploy a wide variety of less-lethal <br /> munitions or chemicals (OC, CS) at a distance. Region 1 SWAT utilizes <br /> multi-launcher weapons in addition to single shot launchers. The Team <br /> Leader shall dedicate one launcher for less lethal applications and a separate <br /> launcher as a distinct gas deployment system. Members assigned the 37/40 <br /> MM launching systems shall have been trained in their use and deployment <br /> characteristics. <br /> B. Weapon Utilization-A weapons assessment shall be made by the Team Leader during <br /> tactical planning for each mission and shall be reviewed by the SWAT Commander. <br /> C. Weapon Tnspection and Maintenance—It shall be the responsibility of individual team <br /> members to properly maintain and clean weapons assigned to them. An approved armorer <br /> shall be responsible for routine inspections and maintenance of all team and individual <br /> weapons as directed by the Team Leader. <br /> D. Any test and evaluation of new weapons,accessories,or equipment require the approval <br /> of the SWAT Commander. <br /> VIII.PROCEDURES FOR ACTIVATING SWAT <br /> A. General—SWAT team activation shall take precedence over all other non-emergency <br /> assignments within the member agencies. The SWAT team is a resource available 24 <br /> hours per day to operations and investigations supervisors,as well as officers in special <br /> circumstances. When a supervisor or command level officer has determined that there is a <br /> need to call out the SWAT team,that supervisor shall notify Sno-Pac who shall notify the <br /> SWAT Commander. The supervisor shall provide Sno-Pac with on-scene contact <br /> information. An exception to this would be a hostage situation,which would authorize <br /> any officer on scene the ability to request,through Sno-Pac,a SWAT response. The <br /> SWAT Commander shall contact a command level officer of the jurisdiction requesting <br /> the team. Final determination and authorization to mobilize the SWAT team shall be <br /> made by the SWAT Commander and the Police Chief, Sheriff or designee of the <br /> jurisdiction in which the incident is occurring. At least two negotiators and two <br /> coordinators may be activated and incorporated,if appropriate, into the operational plan. <br /> 1. The SWAT Commander and the Team Leader shall.have the option to order a <br /> limited call-out of the team if the situation is such that the incident does not <br /> require the need for the entire team to respond.
