Executive Board as soon as practical. If approved,the SWAT Commander shall respond to <br /> the scene with the SWAT team. If possible the SWAT Commander and Team Leader shall <br /> respond to the incident scene and make any further determination as to the need for the <br /> SWAT team and to ensure that the request is in compliance with this portion of the SWAT <br /> manual. <br /> When out of jurisdiction on a mutual aid response, all portions of this manual shall still be <br /> •in effect for Region 1 SWAT and apply to the situation. Once deployed, the SWAT <br /> Commander and Team Leader shall be in command of Region 1 SWAT and in command <br /> of the tactical resolution to the extent practical. It is understood that the SWAT <br /> Commander is authorized to withdraw Region 1 SWAT from any scene while on mutual <br /> aid at any time if events or circumstances occur which are deemed to create unnecessary <br /> risk or liability to the team and agencies represented on the SWAT team. <br /> If it becomes necessary for the Region 1 SWAT team to request mutual aid from another <br /> tactical unit, a recommendation shall be made by the SWAT Commander to the Chief of <br /> Police, Sheriff or a command level officer of the jurisdiction in which the incident is <br /> occurring and the final decision shall be made by him. If a request is made it shall be made <br /> to the department head or command level officer of the jurisdiction in which the requested <br /> unit is from. <br /> IX. TACTICAL COMMAND POST (TCP) <br /> A. Tactical Command Post(TCP) is staffed by officers or deputies that are task oriented, and <br /> trained in tactical coordination concepts. The TCP should be the location where <br /> intelligence is gathered,processed, analyzed and disseminated to those who have a need for <br /> the information. It is a place where intelligence and information is applied toward a plan of <br /> action and critical decision making takes place. <br /> B. The TCP shall be utilized in all SWAT operations. The degree of operations and activities <br /> within the TCP shall be dictated by the nature of the incident. <br /> C. The TCP location shall be determined by the SWAT Commander or the Team Leader, <br /> whoever arrives at the incident first. If an incident command post has already been <br /> established by a supervisor or command level officer of the jurisdiction in which the <br /> incident is occurring,then the SWAT Commander shall insure the TCP is in close <br /> proximity to the incident command post but at a distinct and separate location. <br /> D. The TCP should be located close to where the incident is occurring, outside of the inner <br /> perimeter and away from the suspects' line of fire and sight.
