The tactical command post is the nerve center for the handling of tactical operations. On <br /> scene supervisors and command officers shall operate out of the incident command post. <br /> In selecting the TCP the following considerations should be made: <br /> • Room enough for several people to operate out of. <br /> • Room for map boards,photograph display, diagrams and other pertinent <br /> information. <br /> • Communications equipment capabilities to include: <br /> ■ Encrypted and non-encrypted radio communications capability, <br /> ■ Multiple telephone capability, <br /> • Close proximity to available restroom facilities <br /> • Readily accessible to all key personnel. <br /> • Sufficient parking. <br /> • Low stress environment with low ambient noise,un-crowded and <br /> uncluttered. <br /> • Offers protection from elements. <br /> F. Personnel within the TCP shall be limited to those individuals with specific responsibilities <br /> which require them to be at or in the TCP. Essential command level personnel shall have <br /> access to the TCP but otherwise should be located at the incident command post. The <br /> SWAT Commander shall be responsible for the organization of the TCP. <br /> G. Media personnel shall be strictly prohibited from entering the TCP or the incident <br /> command post and shall be directed to the PIO.
