4 <br /> A. The staging area should be located close to but separate from the TCP. The staging area <br /> provides a location for arriving units to meet and be briefed on the situation and what the <br /> specific assignments and responsibilities shall be. Initially,team vehicles and equipment <br /> shall be located at the staging location. <br /> B. The SWAT Commander shall establish an appropriate staging area on his arrival to the <br /> scene and team members shall be directed to the staging area on their arrival. <br /> C. If possible, a command post support person should be designated as the staging area <br /> supervisor. Units and officers arriving at the staging area should report to the staging area <br /> and a log of each arrival and time shall be kept. The staging area supervisor shall be in <br /> contact with the TCP,advising TCP personnel of the different units that have arrived and <br /> obtain assignments for them. A log of that unit/officers responsibility and time the <br /> unit/officer began their assignment shall be kept. <br /> D. The media shall be prohibited from entering the staging area. <br /> XI. USE OF FORCE <br /> A. Use of force is dictated by law and individual department policies. All team members shall <br /> comply with applicable law and department policy when applying any force during a <br /> SWAT operation. All SWAT team members, once deployed, are to maintain fire discipline <br /> unless a specific order is given authorizing the use of force or unless confronted with a <br /> situation as stated below in section C,Use of Deadly Force. <br /> B. Generally, only SWAT team members that are deployed shall be the primary officers <br /> authorized to use force, specifically the use of deadly force, on a suspect. If any officer <br /> who is not a SWAT member is confronted with a situation in which there is a specific need <br /> to use force,they may do so following applicable law and policy. <br /> C. Use of Deadly Force-All SWAT team members are authorized to use deadly force without <br /> prior authorization if it is necessary to protect himself, another officer, or a third party from <br /> imminent death or serious injury. In all cases,the use of deadly force shall be in <br /> compliance with applicable law and department policies. <br /> 1. Under certain situations, a decision to proactively use deadly force may occur <br /> when it appears reasonable and necessary that only by the use of deadly force can <br /> a situation be resolved to ensure that death or serious injury does not occur to any <br /> innocent individual. That decision shall generally apply to suspects who have or <br /> are about to carry out a threat against a hostage or third party or who have <br /> Revised 12/2013 23 <br /> 44 <br />
