This should only be done if there is certainty that such announcement <br /> shall not allow the suspect to defend himself against the chemical agent or create <br /> a more dangerous environment for team members. Such announcements shall be <br /> made to those inside the building as well as individuals in the surrounding area. <br /> This advisement shall not be required if it is determined that it would put the <br /> hostage(s), suspect(s) or team members at unnecessary risk. <br /> C. Treatment For Effects of Chemical Agents - When chemical agents are used there shall be <br /> aid personnel standing by to treat those affected by the agent if possible. It shall be the <br /> responsibility of the inner perimeter units to secure any individual who leaves the target <br /> location after chemical agent delivery and to provide them with first aid. Outer perimeter <br /> units shall ensure that individuals around the area who are affected by chemical agents are <br /> also provided with first aid. <br /> D. Use of Smoke-The use of smoke is generally done for the purposes of concealment or <br /> distraction. Smoke is an effective means to provide concealment to SWAT team members <br /> while moving from one point to another and may be authorized by the Team Leader. When <br /> using smoke, a determination as to the direction and speed of wind should be made. <br /> 1. Smoke devices shall not be used within a building or confined space unless <br /> deadly force is authorized. Any other pyrotechnical device shall not be used <br /> inside any building or near combustible material unless it is deployed within a <br /> protective delivery system. <br /> E. Distraction Devices—Noise&Flash Diversionary Devices(NFDD) are commonly referred <br /> to as "flash bangs". They are non-pyrotechnical,non-fragmenting devices designed to <br /> create a diversionary and disorientating effect on individuals in a room in which the device <br /> is deployed. Before using a distraction device, consideration shall be given to the crime <br /> involved,known weapons, officer safety issues, destruction of evidence,number of people <br /> involved or if there are any small children present in the room where the device would be <br /> deployed. Distraction devices are usually deployed by hand, however,the option to deploy <br /> the device by pole may be considered depending upon the circumstances and threat ' <br /> assessment. Only properly trained personnel shall deploy NFDD's,with the authorization <br /> from a squad leader or the Team Leader. NFDD's shall not intentionally be deployed near <br /> combustible materials. <br /> XIII.BARRICADED SUBJECT/HOSTAGE SITUATION <br /> A. General -In a barricaded subject situation,with or without a hostage,the main <br /> consideration is to be given to the lives of the hostages, civilians and officers involved. <br /> Additionally,the safety of the suspect must be considered as well,to the extent that doing <br /> so does not create unnecessary risks to the safety and well being of innocent people and/or <br /> police officers. <br /> Revised 12/2013 25 <br /> 46 <br />
