4 <br /> Whenever possible, enhancing of the prospects of peacefully resolving the incident through <br /> negotiation with the suspect shall be a priority. Also,the SWAT Team Leader and <br /> command personnel should ensure the development of alternative approaches to resolve the <br /> incident should negotiations fail or the situation deteriorates placing the lives of hostages, <br /> innocent individuals and officers at risk. In a hostage situation,reasonable efforts shall be <br /> made to affect the safe release of the hostages. In barricade situations not involving <br /> hostages, all reasonable efforts shall be made to effect the surrender of the suspect <br /> peacefully. In these situations (barricade-no hostage) consideration must be given to the <br /> length of time that negotiations shall continue. As more time elapses so does the need to <br /> examine alternative measures to effect surrender, i.e.,the use of chemical agents. <br /> B. Definitions-For the purpose of this policy the following definitions shall apply: <br /> 1. Barricaded Subject-A person who threatens or who has inflicted bodily harm to <br /> himself,hostages, officers or other people and/or is reasonably believed to be a <br /> threat and has confined himself/herself in a position or location from which he/she <br /> shall not voluntarily leave. <br /> 2. Hostage-An individual held or controlled by another person, against his/her will <br /> by force or threat of force, expressed or implied, as security for the performance <br /> of certain acts to achieve specific goals. <br /> 3. Inner Perimeter-The physical area immediately surrounding the location <br /> occupied by the barricaded subject and which is contained by officers/SWAT <br /> team members. <br /> 4. Immediate Danger Zone - The physical area within which a barricaded subject <br /> can inflict injury or death. <br /> 5. Outer Perimeter- The physical area, outside the inner perimeter, over which it is <br /> necessary to maintain strict control. <br /> C.Procedures -Upon notification and SWAT team call-out to a barricaded subject/hostage <br /> situation the following procedure shall be followed if possible: <br /> 1. Once the SWAT Commander,other command level personnel and the SWAT <br /> Team Leader arrive they shall receive a briefing from the on-scene supervisor so <br /> that an overall assessment of the situation can be made. <br /> 2. As soon as possible a determination should be made as to the degree to which the <br /> suspect(s)have and/or are determined to carry out their threats. Based upon that <br /> information a plan of action shall be developed to resolve the situation and keep <br /> safe any innocent individual or hostage(s). <br /> Revised 12/2013 26 <br /> 47 <br />
