8 <br /> Identify transportation programs and strategies for security and emergency responses. <br /> Identify how the plan meets complete street provisions. <br /> Ensure mobility of people with special needs. <br /> Update and modify other policies as needed to implement the plan. <br /> 5. Capital Facilities and Utilities Element. <br /> The City is in the process of updating the Sewer and Water Comprehensive Plans. The <br /> Sewer Comprehensive Plan is nearly complete and the Water Comprehensive Plan update <br /> is expected to be completed in June 2014. Both plans are based on population and <br /> employment forecasts from PSRC that are different from the proposed alternativess. <br /> They estimate a 2035 population of 135,832 within the existing City limits,which is <br /> between Alternatives 2 and 3. They estimate 2035 employment of 126,412 within the <br /> existing City limits,which is lower than all of the proposed alternatives (pages 1 and 2 of <br /> this audit). Because high water demand is based on fire flow requirements versus usage <br /> by residents and employees,the Water Comprehensive Plan should be consistent with <br /> any of the alternatives. However,higher population and employment targets in the <br /> proposed alternatives will result in additional impacts to the sewer system, especially the <br /> Water Pollution Control Facility(WPCF). The Sewer Plan update that is almost <br /> completed identifies the need for a new Trickling Filter#4. The 10-Year Comprehensive <br /> Plan Update will address when that improvement will be needed for each alternative <br /> (2023-2027 for the highest growth Alternative 1, 2034-2046 for the lowest growth <br /> Alternative 3). Additional improvements to the WPCF have not been designed, so cannot <br /> be specifically addressed in the update. The next Sewer Comprehensive Plan Update in <br /> 2019 will address the higher population and employment targets if they are adopted by <br /> City Council. The City is also in the process of updating the Surfacewater <br /> Comprehensive Plan. Information from these updates will be incorporated into the <br /> Comprehensive Plan Update. • <br /> • <br /> Update inventories and future needs of other capital facilities and utilities, such as public <br /> facilities, schools, gas, electricity,telecommunications,and hospitals. Coordinate with <br /> other providers, including school districts,hospitals and the Port of Everett to update <br /> their summaries. <br /> Update 6year plans for 6 years after 2015—2020 or 2021. <br /> Review OFM's list of essential state public facilities that are required or likely to be built <br /> within the next six years and address if appropriate. <br /> 5 Demographic data was obtained from the"Puget Sound Regional Council,2003 Sub-County(Small Area) <br /> Forecasts of Population and Employment,Central Puget Sound Region." <br /> 4�2 <br />
