2 <br /> T'srt <br /> ORDINANCE NO. <br /> An Ordinance amending the text of the Comprehensive <br /> Plan related to the Mukilteo School District,amending <br /> Section 1 of Ordinance No.2021-94,as amended <br /> WHEREAS,the City of Everett adopted a Comprehensive Plan in August, 1994,in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS,the City of Everett adopted the 10 year update to the Comprehensive Plan in <br /> conformance with the Washington.Growth Management Act on July 20,2005; and <br /> WHEREAS,the Growth Management Act,codified as Chapter 36.70A,allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2012-2013 annual Comprehensive Plan amendment <br /> which included consideration of text changes initiated by public service purveyors and the <br /> Planning Commission;and <br /> WHEREAS,the Mukilteo School District seeks to update its current Capital Facilities Plan with <br /> a new 2012-2017 Plan, and to have that Plan used to update certain text elements of the Capital <br /> Facilities and Utilities Element of the Everett Comprehensive Plan, and further,to have the <br /> District's Capital Facilities Plan 2012—2017 adopted by reference into the current Everett <br /> Comprehensive Plan; and <br /> WHEREAS,the Everett Planning Commission held a public hearing on the proposed <br /> Comprehensive Plan text amendments and incorporation by reference on November 12, 2013, at <br /> which time the Commission heard and considered public testimony, staff presentations, and <br /> considered the various aspects of the proposal; and <br /> WHEREAS, at the November 12,2013 public hearing,after reviewing the staff report and <br /> comments the Everett Planning Commission did recommend to City Council that the referenced <br /> Comprehensive Plan text amendment and incorporation by reference be approved; and <br /> 27 - 1 - <br />
