WHEREAS CITY COUNCIL CONCLUDES: <br /> 1. Any fmding above that may be construed as a conclusion is included here as such by this <br /> reference. <br /> 2. The requested action is supported by,or consistent with,the Comprehensive Plan, as per <br /> Chapter 6, Capital Facilities and Utilities, Section(D),Facilities and Services controlled by <br /> others, which states,"Therefore,the City will work with service providers (e.g. school <br /> districts, Snohomish County PUD)to reach agreement on ways to ensure that these services <br /> are available when needed. (Findings 1 and 2) <br /> 3. Circumstances related to the proposal have changed since the previous Capital Facilities Plan <br /> was published and those changes are reflected in the updates shown here. (Findings 3,4 and <br /> 5) <br /> 4. There are no erroneous assumptions or new information known regarding this action at the <br /> time it was taken. (Findings 4, 5 and 6) <br /> • <br /> 5. The change promotes and ensures a continued desired land use pattern(provision of needed <br /> School District facilities)because the District will receive a necessary part of the funding it <br /> needs from the growth component(new residential construction)that leads to the need <br /> addressed in the Capital Facilities Plan. (Findings 2,3 and 4) <br /> 6. The changes are consistent with the provisions of the Capital Facilities and Utilities Element <br /> of the Comprehensive Plan in that they lead to support of the School District. (Findings 2, 3, <br /> 5, 6,7and8) <br /> 7. The public health,safety and welfare would be provided by passage of this Ordinance. <br /> (Findings 1,2,3, 6,7 and 8) <br /> 8. This proposed Comprehensive Plan text amendment is in the best long term interest of the <br /> Everett Community. (Findings 2,3, 5,6, 7 and 8) <br /> 30 - � <br />
