Ordinance No. <br /> 31/--Err <br /> An Ordinance Adopting a Land Use Plan for the Silver Lake Center <br /> Property,and repealing Ordinance No.3314-13,as amended. <br /> WHEREAS, the City Council finds the following: <br /> 1. The City Council adopted Ordinance No. 3314-13 on February 6, 2013, establishing <br /> interim zoning regulations for property known as the Silver Lake Center property located <br /> on the north side of Silver Lake, adjacent to the Safeway store; <br /> 2. The City established the interim control for a period of one year under RCW <br /> 36.70A.390,to determine appropriate land use policies and regulations for the subject <br /> property and preclude the establishment of vested rights that could be incompatible with <br /> the plans,policies,and regulations that the City may adopt as a result of the planning - <br /> process; <br /> 3. The City extended the interim regulation and planning process by Ordinance on February <br /> 5,2014; <br /> 4. On January 21,2014,the Planning Commission held a public hearing and adopted a <br /> resolution recommending that the City Council approve a land use plan to allow the <br /> development of approximately 100 townhouse dwellings on the subject property,to be <br /> implemented through the City's shoreline permit process; <br /> 5. The Planning Commission also held a public hearing on January 21, 2014 for a shoreline• <br /> permit application'submitted by Taylor Development, Inc.,for the 100 unit townhouse <br /> development proposal; <br /> 6. The City Council held a public hearing on February 26,2014 to consider the <br /> recommendation of the Planning Commission to approve a land use plan in response to <br /> the special planning process established by Ordinance No. 3314-13. <br /> 7. The City worked with the new property owner, Taylor Development, and the Silver Lake <br /> Neighborhood to initiate the re-use planning process to address the following elements <br /> that were identified in the work plan for the planning process: <br /> • The range of alternative uses for which the site may be suitable. <br /> 1 <br /> 2 <br />
